| The strategy of coordinated regional development is one of the major national strategies in the new era,and an essential part of it is the coordinated development at the provincial-level border area.Located at the junction of the three provinces(autonomous regions)of Hunan,Guizhou and Guangxi,the Hunan-Guizhou-Guangxi Sanshengpo area is a key node in the transition between the central and western regions,and is also where the southern Dong minority group primarily live.While carrying on the Dong traditional culture of harmonious coexistence,the region is yet constrained by such factors as weak economic foundation,fierce competition among counties,unscientific industrial mix,shortage of development funds and rigid environment constraints.Against the background of poverty alleviation & rural revitalization,it is imperative to coordinate the development of regional economy.With the coordinated development dating back to a long time,the Sanshengpo area also shares similarities in natural endowment,humanistic environment and tourism resources.Yet there are also obstacles to coordination,such as administrative barriers,regional GDP-centric contests,lack of unified organizations and participants,differences in local preferential policies,labor force drain and so on.The dissertation argues that for the coordinated economic development the Dong region in Hunan-Guizhou-Guangxi Sanshengpo,it is necessary to establish a cross-administrative region economic development system which focuses on the industrial development,is rooted in the local culture,takes towns & cities as the vehicle and is supported by traffic infrastructure.The specialty industry is the main content of economic coordination,so we should plan and lay out the specialty industry scientifically to realize the clustering development of industries.The economic benefits of culture are a neglected yet important aspect in most researches on the regional coordination issue.The Dong culture is the cultural soil for economic cooperation.It can make full use of the shared Dong cultural identity and social relations in the region,realize the capitalized transformation of the ethnic culture,and at the same time forge and consolidate the awareness of Chinese national community,and bring into play the economic benefits of the ethnic culture.The central towns & cities are the exogenous carriers of economic coordination.In the process of economic coordination,the “points” of economic growth--namely the central cities & towns and the sub-central cities & towns--should play a leading role,form a multi-level network system of small towns,and establish specialty towns of mountain ecology.Traffic infrastructure is the transport conditions of economic coordination,and the overall coordination is achieved by connecting the traffic trunk lines in the region.Finally,the dissertation focuses on the collaborative development framework of “combination of software and hardware,four alignments and three supports”,realizes the “four alignments” of policy,culture,interest and organization and establishes the “three supports” of industry,towns and transportation.Through the establishment of regional link organizations,market and interest sharing mechanisms and sound legal environment and other multi-party cooperation mechanisms,the aim is to ensure the smooth implementation of coordination.The dissertation also puts forward some policy suggestions,such as establishing an economic development experimental zone for the Dong in the Hunan-Guizhou-Guangxi Sanshengpo area,developing the differentiated industrial cooperation and forming the talent cultivation mechanism and so on. |
