Quickly and accurately grasp the frontiers of world science and technology,determine strategic research fields,and select those technologies that may appear and produce the greatest benefits to the industry.On the one hand,it helps to reduce the risk of R&D activities and quickly occupy the high ground of technological innovation.On the other hand,it's helpful to formulate forward-looking science and technology policies and optimize the allocation of science and technology resources.With the acceleration of the process of scientific and technological innovation and the current background of the rapid development of information technology,how to quickly and accurately identify technological opportunities is a concern of the country,enterprises and scientific researchers.However,most of the current researches on technological opportunities identification were to reveal technical opportunities from the research field level.A few researches studies based on SAO structure identified the technology opportunity combinations with the weak relevance,and have not branched from specific technical systems.In addition,the existing researches were to identify technical opportunities for the entire technical field,and lacked clear goals.However,the diversification of user needs nowadays builds a technical opportunity identification model that can be focused on users.It is also particularly important.Therefore,this research decomposes the technical system into multiple technical elements based on the SAO structure,and combines the link prediction algorithm to reveal the patented technology opportunities from the perspectives of semantic,fine-grained,and targeted.The main research work of this article includes the following parts:(1)Constructed a technology opportunity identification model based on patented technology elementsBased on the analysis of the characteristics of technical elements and their associated relationships,the technical opportunity identification model based on patented technical elements is constructed combined with the link prediction.The model mainly includes three parts:technology elements extraction based on SAO structure,technology element network construction and technology identification based on link prediction.(2)Propose the construction method of single technology element network and multiple technology element network based on SAO structureIn the technology element extraction based on the SAO structure and technology element network construction,firstly,analyze the characteristics of the patent technology elements and their association relationships,solve the extraction and identification of the technology elements and their association relationships based on the SAO semantic structure;then divides the technical elements into two major categories:technical goals and technical contents,and proposes the construction method of single technical element network and multi-tech element network,focusing on the design and research of the nodes and edges of the network.(3)Identify the technical opportunities using link prediction algorithmsDifferent technical element networks are used for different types of technical opportunity identification,so select the appropriate technical element network as the data basis according to the needs.Then link prediction algorithms is used to identify technical opportunities from both static and dynamic perspectives,and expert domain knowledge is combined to determine the technology opportunity.(4)Empirical research on the model using the field of coated slow and controlled release fertilizerTaking the field of coated slow and controlled-release fertilizers as the model empirical field.Firstly,the patented SAO semantic structures were used to identify the technical elements and their associated relationships,and on this basis,five single-technology element networks and nineteen multi-technology element networks were constructed;then,achieve environmental benefits as the goal,link prediction was used to identify the technological opportunities based on the effectiveness-material network.The feasibility and effectiveness of this study were screened and verified by expert knowledge.
