“The relationship between capital and labour has become the pivot on which the modern social systems turn.” This relationship can be referred to as labour-capital relations,employer relations,employee relations,labour-management relations,labour relations,etc.In China,after the establishment of the socialist system,it is generally referred to as labour relations.Labour relations governance is an important part of the national governance system.The socialist basic economic system has a decisive impact on the labour relations governance.The evolution of labor relations governance is lagging behind the transition of the socialist basic economic system and it reflects the transition of the socialist basic economic system.This paper studying the socialist basic economic system and labour relations,using literature research methods,the comparative study,system research methods and institutional analysis methods,has systematically reviewed and summarized that the changes in the socialist basic economic system since the reform and opening-up have imposed inherent requirements and drives on the evolution of labour relations governance;preliminarily studied the decisive and counter-effects of the basic economic system and labour relations governance;summarized the fundamental experience in the socialist basic economic system and the evolution of labour relations governance;and prospected the development trend of the socialist basic economic system and labour relations governance.The main study of the introduction is to illustrate the reason and the important meanings of this research,and to summarize the research degree and deficiency of domestic and foreign scholars on related issues involved in this study,and to generally introduce the main content,research methods and innovations and shortcomings of this study.The first chapter is the internal mechanism of the socialist basic economic system and labour relations governance,which is the starting point for this study.Based on the definition of the core concepts involved in the research,it finds the inner connection between the socialist basic economic system and labour relations governance,by analyzing the relationship between production relations and the basic economic system,the relationship between production relations and labour relations,and the relationship between the basic economic system and labour relations governance,the basic economic system is the basis of labour relations governance and has a decisive influence on labour relations governance.The second chapter is the initial changes in the basic economic system of the socialist basic economic system and the preliminarily evolution of labour relations governance.Starting from this chapter,the study will focus on the decisive role of the basic economic system on labour relations governance.The temporal scale of this research is from the Third Plenary Session of the eleventh Central Committee of the Party to the fifteenth National Congress of the Party.During this period,our party has established the basic economic system of the primary stage of socialism through the stock increment reform,the restoration of the principle of performance-related pay,the market orientation reform,the establishment of the socialist market economy system and other measures.During this period,the objects,subjects,concepts and methods of labour relations governance has undergone a profound change with the changes of the basic economic system.The third chapter is the continuous changes of the basic economic system and the continuous evolution of labour relations governance.The temporal scale of this research is from the fifteenth National Congress of the Communist Party of China to the eighteenth National Congress of the Communist Party of China in which has been proposed the comprehensively deepening reform.During this period,the reform of state-owned enterprises accelerated,the non-public economy developed rapidly,and the socialist market economic system was established.Influenced by the continuous changes of the socialist basic economic system,China 's labour relations entered a ' contradictory period 'during this period.Due to the frequent and prominent contradictions of labour relations,the construction of the harmonious labour relations is required.As the requirement raised,marketization and legalization of labour relations have become the main means for labour relations governance.The state has promulgated a large number of laws and regulations such as the Labour Contract Law and the Employment Promotion Law,and the managements of labour relations governance have been further improved.The fourth chapter is the improvement of the socialist basic economic system and the preliminary establishment of the governance system of labour relations.The temporal scale of the research is the period of comprehensively deepening reform after the eighteenth National Congress of the Communist Party of China.The basic socialist economic system was upheld and improved and a new summary was made at the Fourth Plenary Session of the nineteenth Central Committee of the Party including the current ownership,distribution and the socialism market economy,etc.According to this,the new ideas and theories has been made for labour relations governance.The most prominent of these ideas and theories is that Opinions of the Central Committee of the Communist Party of China and the State Council on Building Harmonious Labour Relations in 2015,which has become a programmatic document for labour relations governance in new era and marked the initial establishment of the governance system and mechanism of labour relations.The fifth chapter is the experience and the development trend of the change of the socialist basic economic system and the evolution of labour relations.The fundamental experience of basic economic system changes is to uphold the law of production and relationship to the development of productivity,the theoretical innovation on the basis of the practice,the direction of the socialist reform and the party leadership.The essential experience of labour relations governance changes is taking the socialist basic economic system as the basis of labour relations governance consciously and giving full play to the central role of the Party in labour relations governance and to the important role of the government in labour relations governance.The essence of the development of the basic economic system is a process of adjusting production relations to the development of productivity.The socialist basic economic system is relatively stable.Once it is established,it will exist and play in a considerable period of time.Of course,it will gradually improve with the development of productivity.Labour relations governance will gradually highlight Chinese characteristics under the role of the socialist basic economic system.
