Luo Ronghuan was a proletarian revolutionist and militarist,an outstanding leader of the Party,the state and the army,one of the founders of the People's Liberation Army of China.He did tremendous contribution to the foundation and the growth of the people's army,and he was the only marshal of our army who has been engaged in the ideological and political education for all his life.He did eminent dedication to the establishment and the development of the ideological and political education in our army.Luo Ronghuan thought that we must fully recognize the important status of the ideological and political education being the “lifeline” and strengthen the ideological and political education in the army in order to enhance the political consciousness and the cognitive ability of the officers and the soldiers and ensure the Party's absolute leadership over the army through instilling strongly political theory and thought enlightenment activities.He put forward high requirements for the ideological and political education in our army,and he emphasized that one of the fundamental tasks of the ideological and political education in the army was to ensure the improvement of combat effectiveness and the completion of other tasks.He participated in the presiding over and drawing up the first “Regulations on the Political Work of the PLA(Draft)” after the
