| If a country wants to prosper,it must respect and value its teachers.Teachers are the foundation and source of education.Since the founding of the People’s Republic of China,the CPC Central Committee and the State Council have always attached great importance to the construction of the teaching staff,regarded it as the basic work for the development of education,and have made historic achievements.The policies of publicly-funded normal university student education constitute an important part of the policy of teacher team building in China.Since the policy implementation in 2007,a large number of excellent primary and secondary school teachers,who are working in the front line of basic education,have been trained.To a large extent,it has changed the mode of teacher resource allocation in China,and played an important role in promoting the balanced development of compulsory education,teacher team building and the balanced allocation of teacher resource.Looking back on the course of policy implementation for more than ten years,we can find that the policies constantly enriches and improves its content system on the basis of actively adapting to the changes of policy problems.The evolution history and implementation process of the policy itself have become typical cases of education policy research.Through empirical research and practical reflection,people expect to promote the effective implementation of the policy so as to better achieve the policy objectives.There is a multi-dimensional perspective for the investigation of the policies of publicly-funded normal university student education.The majority of existing research focuses on the employment and continuing education of publicly-funded normal university students,which is based on the outcomes of the policy.From the perspective of policy process,the training of publicly-funded normal university students is the central link of the policy implementation,which will have profound impacts on the policy outcomes.If the publicly-funded normal university students cannot be trained in accordance with the policy requirements,there will be no way to discuss the significance of policy implementation.The learning condition is the most direct indicator of training activities.Thus,the study is an effort to reflect the effect of policy implementation by exploring the learning condition from the noumenon of the students,and it also provides a new angle for the study of publicly-funded normal university students education policy implementation.At present,fine arts teachers have their special status and role in the process of teacher team construction in our country.Since aesthetic education has received unprecedented attention,fine arts teachers as the main force of aesthetic education have highlighted their importance.At the same time,it is easier to obtain the real policy implementation condition by studying the learning condition of publicly-funded normal university students in a certain major.Having the learning condition of publicly-funded normal university students majoring in fine arts as an introduction,starting from the analysis of the publicly-funded education policy of normal university students,this study compared and analyzed the learning conditions of different student groups,namely publicly-funded normal university students of fine arts,non-publicly-funded normal university students of fine arts and publicly-funded normal students of other majors,and tries to provide a detailed description of the implementation of the publicly-funded education policy of normal university students.By reviewing the relevant literature,this study divided student learning condition into four dimensions: learning motivation,learning behavior,learning effect and professional identity.According to this division,a questionnaire on learning condition of normal university undergraduates was compiled.After the pre-test and revision,the questionnaires were distributed to publicly-funded normal university students majoring in fine arts,non-publicly-funded normal university students majoring in fine arts,and publicly-funded normal university students of other majors.The relevant data were statistically analyzed by SPSS25.Based on the analysis of the questionnaire data,according to the stakeholder theory,the researcher selected the publicly-funded normal students of art major,the training teachers of those students,the staff of education administration department,the principals of primary and secondary schools as key stakeholders to conduct semi-structured interviews revolving around the learning condition of the publicly-funded normal university students of fine arts.The data obtained were processed and analyzed by Nvivo12.It was found that there are positive expressions of student learning condition,but there were also problems that could not be ignored.These problems mainly focused on the lack of learning motivation,insufficient learning engagement,poor teaching ability,and weak teacher professional identity,etc.These problems of learning condition reflected the reality of training activities of the publicly-funded normal university students and the difficulties in policy implementation,which eventually influenced the effect of policy implementation.Taken together,the influencing factors of these problems were multiple.The study revealed that the reasons for these problems included the limited functionality of policy instruments,the behavior deviation of policy implementers,adverse external environment for policy implementation and other causes.In view of these problems,the researcher employed the theory of policy implementation and policy instruments,and put forward some suggestions for promoting the effective policy implementation.The first is to further clarify the use of incentive instrument;the second is to further reinforce the use of exhortative instrument;and the third is to enhance the use of capacity-building instrument to improve the ability of relevant subjects.As important educational policies that affects the construction of teacher team,the policies of publicly-funded education for normal university students have been evolving and improving with the change of educational policy environment.Some of the policy characteristics displayed in the development process are helpful for us to make better policy analysis,constantly improve the relevant theories and enrich the policy content.It is hoped that the results and discussions of this study can further promote the effective implementation of the policies. |
