The vigorous development of urbanization in China has changed the group composition of urban society in the sense of physical space and social space,and thus led to the rapid development of urban economy and society.However,for the city,the great challenge is that the rapid urbanization process will inevitably have an impact on the urban residents.The large number of low-income groups brought about by the absence of policy rules and allocative resources in the city have not only not decreased,but also have a growing trend.China is experiencing the largest urbanization process in the history of the world,which has led to some urban diseases,such as the widening gap between the rich and the poor of urban residents and the increasingly prominent social contradictions.China's urbanization is the urbanization of human beings.How to make the achievements of urban development benefit everyone is the focus of our discussion.In this process,we pay special attention to low-income groups.In other words,urban poverty has become one of the policy concerns.Urban poverty is different from rural poverty.Urban poverty is more acute,the contrast between rich and poor is more prominent,and the sense of deprivation of low-income groups is stronger.Therefore,in order to solve the living difficulties of low-income groups,help urban low-income groups to survive with dignity and promote social harmony and stability,China has introduced a series of social relief systems,including the minimum living security system,and continuously improved in the past 20 years,in order to solve the basic survival problems of urban low-income groups.However,on the premise of the continuous introduction of social security system for urban low-income groups and the continuous innovation of many policies,including social welfare,according to the data analysis of the insured population registered in the Social Security Bureau,it is known that in fact,the "out" and "in" of these groups are not proportional,which is the main reason for this study to try to answer.? In order to answer this question,this study takes the urban low-incomegroups as the research subjects.Through in-depth understanding of their living conditions,it explores from three aspects: economic,social and political life.On the premise of the objective existence of inequality,we should reduce social exclusion as much as possible,cut into the discussion of inclusive city construction,and try to reveal the selection mechanism of the passive force and the main force of the low-income groups in the city,so as to build an inclusive city.Let all people share the achievements of reform and opening up,so that everyone in the city,regardless of where they come from,regardless of their social strata,can get relatively fair opportunities to participate in social production activities and share the possibilities of social and economic development results in this urban society.In this study,the low-income population in Guiyang City as a starting point,through a questionnaire survey of 800 low-income households,community workers were interviewed.Subsequently,the data of the questionnaire survey are analyzed,and the interview is qualitatively analyzed,and the basic living conditions of the low-income groups in Guiyang City are described.Through investigation and research,starting with the exclusion of economic,social and political dimensions,this paper summarizes and summarizes their characteristics.The author holds that: firstly,the urban low-income group does have the problem of insufficient inclusiveness;secondly,the social orientation of the urban low-income group is rather awkward,wandering in the narrow gap of exclusion and anti-exclusion;thirdly,the phenomenon of the solidification of the subjective stratum of the urban low-income group has begun to highlight;fourthly,the inter-generational transmission of the urban low-income group is more serious,and a considerable number of the poor people have been in the In poverty,the probability of future generations falling into poverty is greatly increased.The reasons for these results can be explained by Giddens' structure-action logic,which is caused by the dilemma between macro-social policy and micro-low-income groups,the dilemma of medium-level social interaction and micro-low-income groups,and the institutional dilemma of poverty alleviation system.In order to enable everyone to have a relatively fair opportunity to participate in social competition and share the great achievements of economic and social development,the author believes that it is feasible to construct the local practice logic of inclusive cities,and puts forward the need for precise poverty alleviation of the material and non-material poverty of low-income groups from both the government and society.The precise help of material poverty helps the low-income group to solve the problem of survival,while the non-material poverty helps the low-income group to solve the problem of development.Finally,the low-income group can get out of the poverty trap.On the one hand,it can promote social harmony and stability,on the other hand,it can promote the rapid and sound development of the city.In the survey,this study found that poverty culture has quietly emerged among urban low-income groups,and there is the possibility of continuous spread.The gradual formation of poverty culture has a real impact on the behavior patterns of low-income groups.Therefore,building an inclusive city can not only improve the system and social assistance,but also continue to explore from the perspective of culture in the future.The influence of "mainstream culture" can inhibit "poverty culture" and ultimately help low-income groups get rid of the poverty spiral more effectively.
