| Ganzi Tibetan Autonomous Prefecture of Sichuan Province(hereinafter referred to as Ganzi Prefecture)is the core area of Tibetan traditional Kangxi district.Founded in 1950,it is the first autonomous prefecture of ethnic minorities at the regional level established after the founding of new China.At the beginning of liberation,there were only 690 cadres of various types in Ganzi Prefecture,including more than 80 cadres of ethnic minorities.As of2019,there are more than 62300 cadres of various types in the prefecture,including more than 38800 ethnic minority cadres and35800 Tibetan cadres,which are named the national demonstration state of national unity and progress by the National People’s commission.The total regional output value of the prefecture is 38.8billion yuan,1142.5 times of 1950’s,and the disposable income of urban and rural residents reaches 34831 yuan and 12808 yuan respectively,137.7 times and 145.5 times of 1950’s;All 18poverty-stricken counties(cities)and 1360 poverty-stricken villages in the prefecture have been lifted off their hats.222000 poor people have been lifted out of poverty and a moderately prosperous society has been built in an all-round way.The great achievements of 70 years fully show that the party’s ethnic theory and cadre policy have been well implemented and applied in Ganzi Prefecture,and its cadre team construction has worth summarizing experience,which is a typical example for Ethnic Autonomous Prefecture.In the past,more and more people have studied the construction of minority cadres.In recent years,more and more cadres in ethnic areas have been studied as a whole,which reflects the party’s excellent tradition of having both political integrity and ability and cadre policy in all parts of the world.Because the key to doing a good job in ethnic work lies in the party and the people.Both minority cadres and Han cadres are cadres of the party and the state We should attach great importance to the cause of the party and the state and to the benefit of the people of all ethnic groups.Due to the limited access to information and information lag and other reasons,the current research on the construction of Ganzi cadre team is still relatively small.The research scope and field are fragmented,limited to a certain period and a specific problem,and the research is not systematic and holistic.However,the previous studies still provide us with useful reference.Based on the Marxist national theory and policy,guided by the national theory and policy of the Communist Party of China and the cadre theory and policy,this paper takes the whole cadre team of Ganzi Prefecture as the research object,starts from the rational understanding of the basic characteristics of Ganzi Prefecture,analyzes the unique natural conditions and social and historical characteristics of Ganzi Prefecture,focusing on the constraints of its natural environment on the construction of the cadre team We should understand and grasp the external environment of the cadre team construction in Ganzi Prefecture.On this basis,this paper reviews the history of Ganzi’s cadre team construction,and summarizes the main practices,stage characteristics,historical experiences and lessons of the cadre team construction in the early period of liberation,democratic reform,socialist construction and reform and opening up period,regardless of the policy of "prudent and steady progress" and "uniting the upper class" in the early period of liberation,or the "left" ideological cadres during the cultural revolution Disturbance and destruction are all valuable wealth worth summarizing and learning.In the new era,under the environment of market economy and diversified social interests,the construction of cadre team in Ganzi Prefecture is facing challenges,and there are problems of insufficient quantity and low quality.At the same time,the Central Committee has held seven symposiums on the work of Tibet,each of which puts forward requirements for the construction of the cadre team,which is a rare historical opportunity for the construction of the cadre team in Ganzi Prefecture.Based on the investigation of the present situation of Ganzi’s cadre team,the analysis is made from the two important dimensions of cadre team structure,duty performance and career development.We find that at present,the ethnic structure,native place structure,party structure and age structure are relatively balanced,but there are obvious imbalances in the structure of educational background,the structure of professional disciplines,the distribution structure of administrative jurisdiction and the structure of administrative rank These problems happen to be the most closely related factors among the many structural factors of the cadre team,which are closely related to the work of development and stability.They reflect the difficulties in training,retaining and introducing cadres in terms of quantity,as well as the weakness of grassroots first-line ability in quality.To effectively solve the above problems,we should first strengthen the spiritual quality and discipline style of cadres,inherit and carry forward the "old Ganzi spirit",and continue to increase the strength of positive atmosphere and anti-corruption.This paper analyzes four problems,namely,the difficulty of training,retaining and introducing,the serious lack of bilingual cadres,and the“9+3”free secondary vocational education,and puts forward the corresponding countermeasures and suggestions,so as to make the research serve the reality. |
