Research On The Efficiency Of Basic Public Services For The Disabled From The Perspective Of Social Rights Model

Nowadays,when Chinese citizens enjoy the right of basic public services,they should have legitimate interest demands;Disabled people are vulnerable groups in society.They face many practical difficulties in obtaining basic public services,and their legitimate rights are often difficult to guarantee.The protection of basic public services for the disabled in China is changing from the traditional moral mode and medical mode to the social mode and rights mode of modern society(this paper is summarized as the social rights mode),providing basic public services for the disabled and protecting their rights of survival and development.The function of the public sector serving the disabled is to provide the basic public services of general citizens and preferential services for the disabled,so as to meet the legitimate interests of the disabled and realize social fairness and justice.The social rights mode is a concept of disabled people guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,equality,participation and sharing.To solve the problem of disabled people’s participation in society,realize civil rights and ensure the realization of basic public services by combining inclusive and preferential services.Based on the hierarchy of needs theory,social exclusion theory,new public service theory and empowerment theory,this paper studies the rehabilitation,education,employment,social security,barrier free environment and cultural and sports services that the disabled should enjoy under the medical mode and social rights mode.Based on the data of basic public services for the disabled in Hubei Province,this paper aims to solve the problems of the main content elements of the basic public service system for the disabled,the degree of the effectiveness of basic public services for the disabled,the differences in basic public services for the disabled in different regions,and the factors affecting the effectiveness of basic public services for the disabled.This paper constructs the evaluation index system of basic public services for the disabled,and uses the Entropy TOPSIS method to analyze the regional differences and other problems of basic public services for the disabled in Hubei Province.This paper makes an empirical analysis on the factors influencing the efficiency of basic public services for the disabled by using the mimic model,and analyzes the factors influencing the efficiency of various basic public services for the disabled by constructing the logistic regression model.The research shows that: since the founding of new China,the development of basic public services for the disabled has generally experienced moral mode,medical mode and social rights mode.The level of basic public services for the disabled has made great progress,forming a development path of basic public services for the disabled with Chinese characteristics.In terms of the content of the basic public service system for the disabled,according to the actual needs of the disabled,a basic public service content system for the disabled has gradually formed,covering six dimensions of rehabilitation services,education services,employment services,barrier free environment services,cultural and sports services and social security services,The basic direction and content of basic public service supply for the disabled in China are determined.National,local,industry and group standards for basic public services for the disabled have been formed;We should promote the equalization of services and solve the problem of uneven service levels in different regions.Under the medical mode and social rights mode,age,registered residence,marital status,income level,disability level,economic development level,financial expenditure scale and the development level of Disabled Persons Federation have a significant impact on the overall efficiency of basic public services for the disabled.Rehabilitation service efficiency,education service efficiency and employment service efficiency are the three most important indicators to reflect the basic public service efficiency of the disabled.In the specific categories of public services,the physical and economic social factors such as the individual characteristics,income level and education level of the disabled have a significant impact on the efficiency of various basic public services for the disabled.The supply of various basic public services by the public sector is also an important factor affecting the efficiency of various basic public services for the disabled.In view of the existing problems in the basic public services for the disabled in China,we should strengthen the organizational guarantee of the main body of basic public services for the disabled,and build a diversified supply system including the government,the market and the society.In the aspect of realizing the equalization of basic public services for the disabled,the provincial government is the executor of relevant policies,and the subordinate municipal,state and county governments are important resource providers and actors;Local governments have great responsibilities in improving the efficiency of basic public services for the disabled,increasing financial investment related to basic public services for the disabled,and improving the refinement level of public departments in rehabilitation services,education services,employment services,barrier free environment services,cultural and sports services and social security services for the disabled.By refining the basic public service standards and service contents of different types,different levels and different individual conditions for the disabled,the sense of service acquisition and satisfaction of the disabled will be continuously improved.
