transformed into a contradiction between the people’s growing need for a better life and unbalanced and inadequate development.Especially in recent years,problems such as Sino-US trade frictions and the rise of trade protectionism have followed one after another,and the uncertainty of the international environment has also increased sharply,which has caused a huge impact on my country’s foreign trade.With the global spread of the new crown pneumonia epidemic in early 2020,the external environment has further deteriorated.In this context,the Party Central Committee reviewed the current situation and made a major strategic decision to build a new development pattern with domestic and international double cycles as the main body,and promote the economy to a higher level through domestic highquality development.In recent years,residents’ demand for public services has continued to increase,and the structure of demand for social products and services is in the process of shifting from material consumption to service-based consumption,which is directly reflected in the medical,education,pension,and cultural services.The demand continues to increase.However,with the acceleration of my country’s urbanization process,the contradiction between the supply and demand of social infrastructure such as health,education,culture,sports,and social security is becoming increasingly prominent,such as insufficient coverage of urban medical facilities,chaotic medical order,poor medical treatment environment,and educational facilities.Problems such as insufficient supply of social infrastructure such as shortages and poor equipment.Social infrastructure is the main carrier for the government to provide public services such as medical care,technology,education,and culture,and its supply level directly affects the quality of public services provided by the government.Under the background of changes in the main contradictions of our society and the establishment of a new development pattern in which the double cycle promotes each other in the new era,how to improve my country’s social infrastructure investment policy according to development are the main considerations of this article.By sorting out and summarizing the existing literature,most of the current academic research on infrastructure is concentrated on economic infrastructure,relatively neglecting the attention to social infrastructure,and the literature on the effect evaluation of infrastructure policies focuses more on the research focus.In terms of economic effects,there are relatively few studies on its social effects,and the literature on social effects focuses on the research of single goals such as poverty alleviation and income gap reduction.With the complex changes of the social environment in the new era,the government goal and responsibility system framework that only relies on a single goal as infrastructure policy evaluation has been inconsistent with actual needs.The infrastructure policy evaluation system should shift from the traditional single-effect goal to multi-effect integration.The construction of the target system.In addition,the existing literature focuses more on the infrastructure as a whole,or conducts research on a single type of infrastructure in the whole,and relatively lacks the literature from the perspective of infrastructure structure,such as the literature on the comparison of the implementation effects of different types of infrastructure policies.With the change of time and space of infrastructure,including the stock of social infrastructure.The existing literature uses more of the substitute variables of infrastructure as the evaluation index of the policy effect.The index selection method is highly subjective,and the stock of infrastructure is used.Data can more objectively judge the effect of infrastructure policies.Based on the above background,this article is based on people-oriented thinking,supported by economic growth theory,development economics theory,human capital theory,socialist harmonious society theory,etc.,while considering the economic effects of policies and social development goals,the research focuses on In terms of the economic and social dual effects of social infrastructure,research is carried out on the path,influence mechanism,and change trend of the economic and social effects of social infrastructure.This article introduces the idea of structural adjustment of infrastructure policy,fully takes into account time and space factors,and conducts a more comprehensive analysis of the economic and social effects of economic and social infrastructures,and draws some details by region and time.The conclusions of this article have relatively enriched the literature on the structural adjustment of infrastructure.In addition,this article estimates the stock of various types of infrastructure in my country over the years,and data support for empirical analysis.Secondly,this article is divided into three parts for empirical analysis.On the empirical aspect of economic effects,empirical analysis of the transmission path of the economic effects of social infrastructures by constructing structural equation models,empirical testing of the economic effects of social infrastructures through panel models,and comprehensive consideration of officials’ promotion pressures,resource endowments and financial markets,etc.Factors,to investigate the regional heterogeneity of the economic effects of social infrastructure.In terms of social effects,scientifically designed comprehensive indicators of a harmonious society covering factors such as social justice,life order,and social stability as basic data to measure the infrastructure construction,and improve the overall supply level of social infrastructure.In policy adjustments,it is necessary to fully consider regional differences,adjust my country’s existing
