Research On Preventive Counter-terrorism Issues

The governance perspective of terrorism embodies the three characteristics of preventive measures,namely,the prevention and treatment of terrorism is a long-term process;terrorism is not a problem faced by specific countries,but a common challenge for the international community and all mankind.In addition to sovereign states,the governance subjects involved in preventive counter-terrorism include a wide range of non-governmental international actors and social units.Terrorism Prevention is a preventive approach to every node of the development of terrorism,gradually eliminating the root causes of terrorism,inhibiting and mitigating the development of terrorism,thus reducing the process of governance that endangers humanity.The causal chain of the emergence and development of terrorism and the effect of national policies' intervention in the causal chain are the logical prerequisites for the establishment of terrorism prevention.The stress-up strategy represented by the "war on terror" has proved to be ineffective,terrorism cannot be directly eliminated for the time being,and mankind will continue to coexist with it.Root prevention,primary prevention and post-prevention constitute the three stages of terrorism prevention;individual,organizational,extremist ideologies and violent extremism reflect the three levels of governance of terrorism prevention,preventing individual "extradicization" and promoting "de-extradicization",and preventing terrorist organizations from obtaining the necessary resources,cutting off the ideological and behavioral links between individuals and terrorist organizations is the key to terrorism prevention.The openness of terrorism prevention makes it possible for any individual or group to become a participant.In addition to state actors,social units and non-state international actors can both be weak links in the spread of terrorism and play an active role in the guidance and supervision of state actors.All countries have taken preventive measures to combat the phenomenon of foreign terrorists,but their policy choices reflect the three strategic orientations of preventive strike,preventive justice and prevention of re-extremism.Awareness of foreign terrorist behavior patterns,the stimulation of terrorist activities,and the perception of terrorist threats jointly affect the generation of policy preferences.The legitimacy of international counter-terrorism is not a priori,but based on the illegality of terrorism,the certainty of the object of counter-terrorism,and the legitimacy of counter-terrorism means.The U.S."targeted removal" of Suleimani and the revocation of the designation of ETIM are concrete manifestations of the "political instrumentalization" of international counter-terrorism and abuse of preventive counter-terrorism measures,which will weaken the legitimacy of international counter-terrorism.
