Research On The Evolutionary Path And Experience Of Grassroots Social Governance In China Over The Past 70 Years

Social governance is an indispensable and important activity of human society.It is a major issue which all countries are confronted with in the world.Favorable social governance is not only the foundation for the orderliness and free evolution of human society,but also an important guarantee for human society to move towards civilization,harmony,boom and prosperity.Since the establishment of the People’s Republic of China,the Chinese Communist Party(CPC)has attached great importance to social governance and social construction,and has been always taking effective governance and good order as the criterion and goal of the CPC’s administration.The governance of the country and security of the state should focus on the grassroots,which are the core and foothold of social governance.Grassroots social governance is an important support and solid foundation for governing a nation,which concerns the livelihood and welfare of the people,social stability and harmony,and the ruling status of the CPC and the country’s long-term peace and security.Taking the evolutionary path and experience of grassroots social governance in China over the past 70 years as the topic,this paper explores the historical evolutionary path of grassroots social governance after the establishment of new China 70 years ago from the perspective of social organizational governance.An overview of the 70 years of grassroots social governance in new China shows that the CPC has led the people in exploring a path of grassroots social governance with Chinese characteristics.After the establishment of the People’s Republic of China,the Communist Party of China,with its unique leadership charm and strength,organized China from decentralized society of "scattered sand model" into a whole society of "whole national chess pattern" through the system of units in the urban community,the system of street living,the mutual support groups,cooperations and people’s communes in the rural society.During the period of grassroots organizational governance,many miracles and innovations were created in China’s grassroots society,which proved to the world the superiority of the socialist system.After the reform and opening up,the CPC and the country insist on economic development as the central task.The concept and path of grassroots social governance in China advance with the times and keep exploring and innovating.The implementation of the system of household contracted responsibility linking remuneration to output in rural areas is a hallmark of grassroots society in China,which has opened the way for grassroots social de-organization governance.The decentralization and marketization of urban grassroots society go hand in hand with the times.With the de-organization development of grassroots society,atomization of society,class differentiation and the constant emergence of social inequality,grassroots social governance is faced with new requirements and challenges.Since the 18 th National Congress of the Communist Party of China,in the face of profound changes in the social structure and constant adjustments in the pattern of interests,the CPC has adjusted its governing philosophy in a timely manner,worked to build consensus and synergy,innovated ways to govern grassroots society,and strengthened its ability to reorganize grassroots social governance.How to reorganize the Chinese people has been a major issue for good administration and stability in a new era of China.Theory originates from practice and guides practice.Since the founding of new China 70 years ago,the path choice of grassroots social governance stems from the powerful guidance of Marxist thought on social governance.The practice of grassroots social governance over the 70 years since the founding of new China has enriched and developed the ideological connotation of social governance for socialism with Chinese characteristics,and broadened the new realm of Marxist theory and practice of social governance.Taking the organization,de-organization and re-organization as the analytical framework,this paper divides the 70-year evolution course of grassroots social governance in the new China into three stages: the organization,the de-organization and the re-organization.This paper analyzes the historical background of the formation of grassroots social governance path,sorts out the evolutionary process of grassroots social governance path,summarizes and reflects on the achievements and limitations of grassroots social governance path in different periods,and finally summarizes and condenses the main experience of grassroots social governance over the past 70 years of new China.The paper consists of the following five parts.The first part is the definition and theoretical explanation of the concepts related to grassroots social governance.Through the interpretation and definition of the concepts related to grassroots social governance,the core concepts related to the research of this paper are clarified to avoid misunderstandings in the use of the concepts.By sorting out and explaining the related theories of grassroots social governance,this paper provides a theoretical analysis perspective and theoretical basis for this research.The second part,the third part and the fourth part discuss the evolutionary path of grassroots social governance.The evolution of grassroots social governance is closely related to the historical situation,the world situation,the national conditions and the party situation.This paper divides the evolutionary path of grassroots social governance into three stages from the perspective of social organization.Based on the specific background of the times respectively,this part sorts out the evolutionary path of grassroots social governance,and demonstrates the evolutionary path of grassroots social governance at various stages by combining the investigation and research method and case interview method,as well as summarizing the results and reflecting on the limitations.The fifth part summarizes the grassroots social governance experience,which summarizes the main experience over the past 70 years of grassroots social governance in new China,hoping to give people some enlightenment.The 70-year practical experience in grassroots social governance of new China has embodied the collective wisdom of the CPC and the people in exploring the modernization of grassroots social governance,which is not only a scientific summary of the theories and practices of grassroots social governance over the past 70 years since the establishment of the People’s Republic of China,but also an overall summary of China’s experience,China’s plan and China’s wisdom in grassroots social governance.
