Research On Institutional Execution In The Modernization Of National Governance

The Third Plenary Session of the 18th CPC Central Committee proposed to improve and develop the socialist system with Chinese characteristics and promote the modernization of national governance system and governance capacity.In the process of national governance,the executive power and governance ability of the system have been the important factors affecting the full play of the advantages of China’s socialist system and the smooth development of the cause of the party and the state.The Fourth Plenary Session of the 19th CPC Central Committee stressed that the socialist system with Chinese characteristics is a scientific system formed by the party and the people in the long-term practice and exploration.All work and activities of China’s national governance are carried out in accordance with the socialist system with Chinese characteristics.China’s national governance system and governance capacity are the concentrated embodiment of the socialist system with Chinese characteristics and its implementation capacity.The arrival of the new era has opened a new chapter of socialism with Chinese characteristics and opened the historical curtain of the modernization of national governance.The improvement of system execution is not only a powerful measure to promote the tasks and work of the party and the state,but also a top priority in the modernization of governance capacity.Therefore,from the perspective of national governance modernization,in-depth study of institutional execution has an important theoretical basis for our country to give full play to institutional advantages and then transform into governance efficiency,and also has great practical value for our country’s social transformation from traditional ruling type to modern governance type.The life of system lies in execution,and the key of execution lies in execution.To promote the transformation of institutional advantages into governance efficiency,we should ultimately reflect in the speed,quality and effect of implementation.This paper focuses on the construction of national institutional system and analyzes the comprehensive influence of institutional execution on the static structure and dynamic efficiency of national governance modernization.At the same time,by carrying out field research,symposium,seminar and other forms,the paper makes an in-depth analysis of the current system implementation problems in China,with the purpose of improving the system implementation,and then improving the level of national governance modernization,so as to better transform the system into governance efficiency.The system of socialism with Chinese characteristics is a complete top-level design system,and there are still many deficiencies in the implementation of the system.Therefore,it is necessary to deeply understand the practical urgency and significance of improving the implementation of the system.This paper focuses on the current situation of system execution in the process of national governance modernization,and deeply analyzes the problems affecting the system execution in China’s governance modernization.Then,through in-depth discussion of the problems existing in the system execution,tracing back to the source,this paper analyzes the factors of the lack of system execution,and on this basis,from the system,execution subject,execution mechanism In terms of executive supervision and executive cultural environment,this paper puts forward countermeasures and suggestions to enhance the executive power of the system in the modernization of national governance,so as to continuously strengthen the executive power of the system and promote the level of governance modernization in China.So far,this paper has formed a complete research idea and writing framework,which is embodied in the following four parts:The first part:theoretical basis:the concept and theory of national governance modernization and system execution.This part mainly defines and analyzes the concepts of modernization of national governance,system,executive power and so on.This paper explains the basic concept of governance and the basic connotation of national governance modernization,combs and summarizes the related concepts and logical relations of system,executive power and system executive power.At the same time,it combs the basic theory of the system executive power,and refines the generation mechanism and logical framework of the system executive power suitable for China’s reality on the basis of the analysis of the executive theory and model.Through the analysis of the internal relationship between the modernization of national governance and the executive power of the system,it is concluded that improving the executive power of the system is an important way to realize the modernization of national governance.The second part:history and current situation:the history,current situation and problems of system execution in the modernization of national governance.This paper combs and analyzes the historical development and evolution of the system execution,summarizes the existing problems of the system execution at the present stage according to the current situation of the system execution and the current situation of the system execution,and makes a detailed explanation from three aspects:the system problem,the effect of the system execution and the subject of the execution.The third part:analysis of the reasons:the reasons for the lack of system execution in the modernization of national governance.In this the people as the center,continuously improving and developing the socialist system with Chinese characteristics,and promoting the modernization of national governance as the general goal of reform.We should contrast history with reality,unify theory with practice,and combine macro with micro.Provide suggestions and guidance in a planned,step-by-step and clear-cut way.Adhere to the top-level design to build a scientific and reasonable system of system implementation and improve the comprehensive supervision system of system implementation,optimize the mode and mechanism of system implementation in an all-round way,comprehensively improve the comprehensive quality of system implementation subject in the construction of subjectivity,and create a good and efficient cultural environment of system implementation in the shaping of the overall environment.
