A Research On The Formation,measurement And Promotion Of National Power From The Perspective Of Public Value

"The world today is in a state of unprecedented change in a century." It is accompanied by a hundred years of uncertainty and opportunity.Standing at the juncture of the new era,the change in the strength of a country as a major player in the international order is not only related to the future of a country’s national transportation,but also to the development of the international community in the future,especially countries at the node of national relations networks.In which field the established powers and emerging powers are in,what policy combinations they adopt,and how much power resources they invest in national power competition,it is directly related to the regional and world security situation.Therefore,in the face of the turbulent times,the research and monitoring of national power is now the issue that must be faced.The concept of national power comes from the theory of power,which is an aggregation of power relation,use of power,and power result.With the changes in relations between countries,the ups and downs of globalization,and the evolution of human civilization,the connotation of national power has been constantly expanding and amending.The emergence of the concepts of military strength,hard power,soft power,political power,smart power,cultural soft power,and information power reflects the continuous development,integration,and condensed development of national power itself.In the final analysis,the source of national power is the creation and concentration of value.In order for a country to surpass others,it must create greater and better public value than others.Firstly,this article starts from the extension of the concept of national power,analyzes the relationship between public value and national power,and establishes a logical framework of national power based on public value,thereby reconstructing the concept of national power.National power is a compound power concept based on multiple values.National power includes two parts: 1)the creation of value resources: in the political,economic,social,cultural,and ecological fields,the state reserves tangible or intangible value resources.The public value creation mechanism brings together every component of the country,including the government,public sectors,non-governmental organizations,enterprises,social groups,citizens,etc.,and each part "performs its own duties" to create different values.This combined value is the most fundamental source of national power.2)The power of value resources: on the basis of knowing the dialectical relationship（conflict,symbiosis,penetration,influence,restriction or mutual cause and effect）between the elements of multiple value strengths,the state utilizes,mobilizes,or manipulates the national comprehensive.The ability of resources to maintain the balance between value creation and sacrifice,multidimensional value strength,and internal and external strength resources.Secondly,based on the evidence-based analysis method,this article establishes an evidence chain of the national power indicator system from three aspects.On the basis of the first and second level of evidence,the 20 influential factors extracted from the literature review were categorized into five-dimensional value indicators,namely politics（political system,political ecology,national security,diplomatic environment）,economy（national economy,economic attraction,information technology,human capital）,culture（education quality,cultural attraction,cultural industry,cultural communication）,society（social development,people life,balanced development,social cohesion）and ecology（natural resources,geographical space,energy structure,environmental protection）.Then,design the expert scoring table,and modify the weights according to the importance of each factor in the four time periods（1992-2001,2002-2008,2009-2016,2017 and beyond）to form a dynamic national power evaluation system.Finally,this article takes the G20 countries as representatives to carry out the measurement and comparison of national power.Through the comparison of the performance of G20 countries’ comprehensive strength in different time stages and the strength characteristics of different value dimensions,this article discusses the law of value creation of national comprehensive strength from the perspective of history,country,space and multidimensionality.Through the structural relationship and coordination analysis between the elements of national power,the law of the growth of national power is explored from the angle of the relationship of the internal value elements of national power,and the policy suggestions to promote the steady improvement of national power are summarized through the experience and frustration lessons of the typical country’s strength development.The research results show that: First,as world politics is constantly changing,the connotation of national power has also changed.So it is necessary to constantly question and revise the theory of national power,and to sensitively identify,track and measure the changing factors and fields of power in world politics.Second,national policy makers should put net power first,not nominal power.Third,the increase in national power is essentially the creation of public value,and in the process of creating value,maintaining the balance between values is the top-level design of the national development strategy.Fourth,endogenous value strength is the foundation of national power.Fifth,in peacetime,the highest level of national power spillover is that its development model has become a model for other countries to imitate,that is,a country has become a place that is most respected or even admired by the rest of the world.
