Study On The Evaluation Mechanism Of International Development Effectiveness In The United States

The effectiveness evaluation of international development is an important theoretical and practical issue in the field of international politics and economics.It is closely related to the transparency and accountability of foreign aid.The evaluation of development effectiveness is the basis of development cooperation accountability and has been controversial for many years.As the world’s largest foreign aid donor for international development,the effectiveness evaluation mechanism of development cooperation projects in the United States has important theoretical and practical significance.This paper takes the U.S.international development effectiveness evaluation mechanism as the research object and explores its evolution,motivation,challenges and significance.The mechanism mainly includes the following aspects: a sound legal system,clear evaluation objectives and principles,evaluation system and process,and professional evaluation team and methods.The paper first outlines the concept,institutional system,policy system and significance of the U.S.international development effectiveness evaluation mechanism,and then analyzes its four stages of evolution from evaluation deficiency to emphasis on evidence-based evaluation,as well as the motivations behind it,such as development economics theory,U.S.international status,partisan stance and democratic system.The paper further points out that the U.S.international development effectiveness evaluation faces challenges such as program diversity and complexity of evaluation objectives,fragmented evaluation institutions and inconsistent standards,evaluation timeliness issues,insufficient evaluation resources and capacity,and instrumentalization of evaluation.This paper argues that the U.S.international development effectiveness evaluation mechanism has important implications for supporting international development cooperation decision-making and policy formulation,enhancing the transparency and responsibility of international development cooperation for anti-corruption,and improving evaluation criteria and quality,and also for emerging powers to improve their own international development effectiveness evaluation mechanisms,improve the quality and level of foreign aid,enhance the voice and influence of emerging powers in global governance.It also provides some reference and inspiration for emerging powers to improve their own international development effectiveness evaluation mechanism,improve the quality and level of foreign aid,enhance the voice and influence of emerging powers in global governance,and build a development effectiveness evaluation mechanism that meets their own characteristics.
