Research On The Tibet Poverty Alleviation Of The Communist Party Of China Since The Reform And Opening Up

Since the reform and opening up,the poverty reduction under the leadership of the Communist Party of China has achieved remarkable achievements.Especially after the 18 th National Congress of the Communist Party of China,the Central Committee of the Party organized and launched a massive People's War against Poverty and achieved a decisive victory across the country,regional overall poverty has been resolved,completed the arduous task of eradicating absolute poverty historically and created “the wonder of China” in the history of human poverty reduction.Among them,the Chinese Communist Party's governance practice of Tibet's poverty problem is the most typical representative.The reason is that Tibet is located in the Qinghai-Tibet Plateau,which integrates China's border areas,marginal areas and backward areas of ethnic minorities.In addition,before the peaceful liberation,Tibet suffered from the long-term ravages of the feudal serfdom system of the unification of the state and the church,which has caused Tibet's economic and social development to lag behind other regions of China for a long time.As far as the poverty situation is concerned,Tibet has a large number of poverty-stricken people and widespread distribution,with deep and complex types of poverty,and there is also a serious problem of intergenerational transmission of poverty.In 2011,Tibet was identified as the only provincial-level concentrated and contiguous poverty-stricken area in China.In addition,as a national strategic security barrier,Tibet is colluding with separatist forces inside and hostile forces abroad,threatening the country's unity and security.In view of this,the Central Committee of the Chinese Communist Party and the State Council ave placed Tibet work at the height of the overall situation of the party and the state to steer the direction and plan the layout.After the 18 th National Congress of the Chinese Communist Party,General Secretary Xi Jinping put forward the strategic thought of “In order to govern the country,we must govern the border areas,which must first stabilize Tibet”,reflecting the important strategic position of Tibet's work in the overall situation of the party and the country.Solving the poverty problem in Tibet can lay a solid foundation for promoting Tibet's sustained stability and long-term development.Based on the above factors,Tibet occupies an important position in the overall situation of the party and the state's poverty alleviation work,it is related to whether the goal of building a moderately prosperous society across the country can be achieved as scheduled.The poverty alleviation work in Tibet is carried out within the framework of the general national poverty alleviation strategy,it is also promoted by the unconventional special support policies of the Party Central Committee and the State Council.For a long time,the academic circles have focused on the empirical research on the anti-poverty practice in Tibet from the perspective of economics and sociology,while it is relatively weak to take the Communist Party of China as the research object to investigate the specific practice of the Communist Party of China in the poverty alleviation work in Tibet longitudinally and macroscopically.In 2019,Tibet has historically eliminated the problem of absolute poverty;in 2020,the first centenary goal has been achieved as scheduled;in 2021,it will coincides with the 100 th anniversary of the founding of the Communist Party of China.Whether from an academic perspective or from a time point of view,studying the practice of the Communist Party of China in Tibet's poverty alleviation work,summing up experience and looking forward to the future,showing the original intention and mission of the Communist Party of China,which is of far-reaching significance to the rapid development of Tibet and even the border minority areas.In view of this,on the basis of the existing research results in the academic circles,based on the practical problem of deep poverty in Tibet,this paper takes the problem as the guidance,takes the practice of poverty alleviation in Tibet of the Communist Party of China as the main line,and based on the basic position of Marxist historical materialism and dialectical materialism,comprehensively uses the of literature analysis method,comparative analysis method,system analysis method and interdisciplinary research method.Relying on various documents including the party,the state,and local Tibetan historical documents,works,periodicals,newspapers,and refer to relevant meeting minutes,policy documents,statistical yearbooks,local chronicles and other materials,historically and systematically examine the practical logic of the Chinese Communist Party's poverty alleviation work in Tibet since the reform and opening up,and then sum up the experience,so as to provide enlightenment and suggestions for better solving the relative poverty problem and promoting the sustainable development of Tibet in the future.Specifically,this article is mainly divided into six chapters to study the Tibetan poverty alleviation work of the Communist Party of China.The first chapter is the introduction.This chapter reviews the research status of poverty and poverty alleviation in Tibet,and makes clear the research theme.Combing the relevant research results,we can grasp the academic research progress,identify the research perspective,learn from the previous research experience,and avoid the research deficiencies.It can not only check for omissions,but also avoid duplication of research.Through literature review and commentary,it is established to study from the perspective of the Communist Party of China's practice of governance of poverty in Tibet.The second chapter is an overview of poverty in Tibet.This chapter explains the concept and situation of poverty related to Tibet and the necessity of the Communist Party of China to carry out poverty alleviation work in Tibet.Proceeding from the situation in Tibet and combining with the local economic,geographical,social,religious and ethnic characteristics,this paper discusses the poverty problems faced by Tibet.Vertically comb the poverty characteristics of Tibet at different stages,and horizontally compare the poverty differences between Tibet and other regions in the country.This can not only effectively connect the targeted work of the Communist Party of China to carry out poverty governance in Tibet,but also highlight the complexity and urgency of poverty alleviation work in Tibet.At the same time,it also answers why the Communist Party of China has adopted unconventional special preferential policies and measures to carry out poverty alleviation work in Tibet.The third chapter is the theoretical and practical basis of the Communist Party of China's poverty alleviation work in Tibet.In theory,it systematically expounds the anti-poverty thoughts of Marx,Engels,Lenin and the Chinese Communists,and draws lessons from the traditional anti-poverty thoughts of China and foreign beneficial anti-poverty theories,which can provide theoretical support for the study of the poverty governance practice of the Communist Party of China in Tibet.From the perspective of practice,the support,assist,and construction provided by the Chinese Communist Party to Tibet before the reform and opening up laid a practical foundation for subsequent poverty alleviation work.The fourth chapter is the practice of poverty alleviation of the Chinese Communist Party in Tibet in the new period of reform and opening up.This part mainly combs the specific practice of the Communist Party of China in promoting poverty alleviation in Tibet from the Third Plenary Session of the 11 th Central Committee to the 18 th National Congress of the Communist Party of China.Based on the Poverty Alleviation Policies and achievements of the central and local governments as the standard,the poverty alleviation work in Tibet is divided into three stages,including the poverty alleviation driven by system reform stage,the poverty alleviation stage,and the poverty alleviation development stage.Discuss separately what policies the central government and the local party committee and government of Tibet have introduced,how to carry out the work in detail,what are the characteristics,and what results have been achieved.The fifth chapter is the practice of the Chinese Communist Party's precise poverty alleviation in Tibet in the new era.This chapter takes General Secretary Xi Jinping's important exposition on precise poverty alleviation as the guiding ideology,and specifically elaborates on the central government's poverty alleviation policy and the specific practice of precise poverty alleviation in Tibet.This chapter and the previous chapter are the core of the article.The evolution of the Chinese Communist Party's poverty alleviation work in Tibet,and the historical experience will be clearly displayed through these two chapters,which will provide a research basis for summing up the experience and enlightenment.Specifically,this chapter mainly explores the strategic planning made by the Communist Party of China to promote the development of Tibet in the new era and win the battle against poverty,the policy system,work system and policy implementation path for precision poverty alleviation in Tibet constructed by the Communist Party of China,and summarizes the achievements of Tibet's precise poverty alleviation in the crucial stage of poverty alleviation.The sixth chapter is the experience and Enlightenment of the Chinese Communist Party's poverty alleviation work in Tibet since the reform and opening up.On the basis of sorting out and analyzing the anti-poverty practice of the Communist Party of China in Tibet since the reform and opening up,this chapter refines the experience of solving the poverty problem in Tibet: adhere to the overall leadership of the Communist Party of China on the cause of poverty alleviation in Tibet throughout,consolidate to form a strong synergy force to promote the poverty alleviation and development in Tibet,pay attention to promoting poverty alleviation standards and poverty reduction strategies to keep pace with the times,and strengthen the construction of the the poverty alleviation work mechanism of the Tibet Work Forum.On the basis of learning from the experience,we should also look forward to the future,it is clear that in the future to promote poverty alleviation and development in Tibet,a long-term mechanism to solve the problem of relative poverty in Tibet should be established,pay more attention to stimulating the endogenous motivation of the masses of all ethnic groups in Tibet,comprehensively promote rural revitalization on the basis of poverty alleviation,optimize the mechanism of aid to Tibet to boost Tibet achieve high-quality development.In short,the Communist Party of China has led the Tibetan people to historically eliminate the absolute poverty in Tibet through poverty alleviation,which is of great significance to the development and stability of Tibet,it has created a “Tibetan sample” of poverty reduction and governance in China,and is a brilliant example for the Communist Party of China to solve the development problems in border minority areas.This paper explores the practical path of the Communist Party of China's poverty alleviation work in Tibet,summarizes the experience and enlightenment,with a view to benefiting the modernization of the frontier ethnic areas.
