Public art is a type of contemporary art. It makes mutal impact public between space art and social public, reflecting a kind of spirit and attitude of democracy, opening, communication and sharing. Comparing classical art and modern socialist art, "publicity" is the most significant characteristic of public art. "Publicity" is formed by certain civic society and established by public areas, which is the symbol of free and self-consciously of spirit of public art, the sign of aesthetic ideas of public art, the core of the soul of public art theory. As the core idea of public art, "publicity" has an important role of the development of public art. Since systematically elaborated public realm and public problems, the problems about public space and public culture become the work hotspot by scholars. In public art practice, it is appearing social dispute and publicity problems about public interest, public value, power discourse and identity related, and revealing an indivisibly of the value of public art and public space. Therefore, it is necessary to construct a system's theoretical framework of public art, and analyze the logic starting point of "publicity" under this framework.Based on public art development vein, the paper will take research perspective for the growth of background of public art and for thought and basis with public art value connotation from cultural and social aspects of the development of public art, seek to show "historical trace of‘publicity'concept", discusses differance public art spirit essence, analyze of constructing public art, establish the core values of public art development shall be based on the deepened and developed humanities value and social value.The first chapter seeks the development path of public art. At First, analyzing "publicity" related to the study of philosophy; secondly researching the start for public mode; finally, briefly summarizing the origin of publicity.The second chapter research theoretical paradigm of "publicity" of public art. This is the important theory basis in this paper, also is the key part of this paper. In my opinion, rationalism is the matrix, public space is the theoretical premise and public spirit is the fundamental value of publicity of public culture.The third chapter analyzes the public value of the examples of public art. Selecting somen famous contemporary public art classic case, which comes from countries and regions, eg: American, Britain, Japan, Chinese Taiwan, researching the development of public art in thought and cultural foundation and economic and social conditions from theoretical and practical. Through comparing the public concern social problems and public opinion, the paper will reveal the value of public art appeal the value connotation.The fourth chapter put forward riskevalue suggestions of Chinese public art "publicity" value construction. Briefly analyzes the history of mainland Chinese public art from three aspects with their own characteristics, current deficiency and development prospects, this paper puts forward the basic development reference should with public public domain as cornerstone, with public participation as a fundamental. Epilogue "Towards Integration of Public Art" is mainly summarized to the paper content and points out that this paper role in which need.The main difficulties and innovations of this study is how to establish the theoretical analysis framework of the "public" development of public art. Based on western culture thought source and value orientation, the paper wants to research in a system framework of public art "public" theory, analyzes the logic starting point of western social public domain generated realistic level of public art, seeks historical conditions and ideological premise of traditional culture from produced public space, analyzes the logic relation between rationalism and "publicity" from the western traditional cultural and discusses value connotation of public space and "civil society". Through comparing the reality of development of public art of "chinese-foreign", the paper seek the path of Chinese public art, realizes the deep concern to Chinese arts and cultural value.
