Research And Evaluation On The Capacity Of Historic Urban Area

The Historic Urban Area is the most important part of a city that reflects the historical development process or the style of a certain development period.As the central area of the city,it is always the core area protected in the historical and cultural city.With the rapid development of cities,and after experiencing a large-scale urban development movement,most of Chinese historic urban area are facing fragmentation and decentralization.The contradiction between the space supply and resource constraints in Historic Urban Area has become increasingly prominent,and has become an important issue need to be resolved in the process of protection and renewal.During the development of historic city,the imbalance between the supply and demand has led to the appearance of external protection such as ineffective protection of historical buildings and styles,the low quality of human settlements,and high population and building capacity.Thus,traditional planning model based on the protection of historical space is difficult to meet the needs of overall protection and sustainable development of Historic urban area,forcing the research to pay more attention to the coordination and management of space supply under resource constraints.In China's 2018 released “Standard of conservation planning for historic city”,it is clearly proposed to delineate the protection boundaries of historic urban area,and to optimize the functions of land use with in the urban areas,to relieved urban population,and to improve the urban transportation and infrastructures,with the suggestions and requirements of control and management.In the new era,how to establish an integrated protection mode of Historic Urban Area.how to judge the root cause scientifically and influencing factors of the existing contradictions in Historic Urban Area,and how to accurate measure the capacity required for the protection and development of Historic Urban Area are important contents to resolve urgently in the research on the capacity of Historic Urban Area.This study introduces the concept of “Capacity” into the Historic Urban Area research,taking the Historic Urban Area of Nangang District of Harbin as an example.By analyzing the representation of “Capacity”,influencing factors and interaction mechanisms among the natural landscape environment,historical cultural environment and residential settlement environment of this Historic Urban Area,this study would determine the elements,value attributes,classification and mechanism of Historic Urban Area capacity evaluation.From two dimensions of Quantity-Quality and Sustainability to establish the evaluation framework and index system,this study conducts the evaluation research on Nangang Historic Urban Area to achieve the evaluation results of the “Quantity” and “Development Goal”,used as capacity analysis standards.In order to deal effectively with the current situation between supply and demand of Nangang Historic Urban Area,this study introduces the idea of revival planning,and proposes the stock renewal,structural upgrades and multiple integration as the Historic Urban Area planning model.Combined with China's current demand of Historic Urban Area for supply and demand,according to the evaluation results of Quantity-Quality and Sustainability,this study proposes the revival plan model and strategy direct at the plot unit according to different types of value and development target of Historic Urban Area.The basic theoretical research starts with the concept of historic urban area capacity,and forms the deduction and multi-dimensional expression of the historic urban area capacity concept through historic urban area and related concepts,environmental capacity and related concepts.The research constructs the theoretical framework of The historic urban area integrity and authenticity protection theory,The capacity control theory of urban spatial form,Urban sustainable development and regeneration theory in the capacity of historic urban area.Explain the meaning of historical urban capacity,including object system,composition of objectives and basic characteristics.The evaluation method provides technical support and reference for capacity evaluation of Nangang historic urban area.For researching on the capacity representation,influencing factors and mechanism of historic urban area capacity,this study selects Na ngang Historic Urban Area of Harbin as the case study,analyzing the capacity representation deeply from three different aspects that natural landscape environment,historical and cultural environment,and human settlement environment.In order to further the interpretation of generation mechanism of the capacity,this study discusses the influencing factors of Historic Urban Area from four different angles that historical environment capacity,natural environment capacity,land use capacity and social-economic capacity,based on the capacity representation and the root.According to the value attributes,classification and interaction mechanism of the influencing factors,this study introduces two dimensions of Quantity-Quality and Sustainable Development to propose Historic Urban Area Evaluation Framework.By selecting multi-dimensional indicators,this study establishes a two-dimensional evaluation index system of Quantity-Quality and Sustainable Development.The evaluation of Historic Urban Area capacity,through the acquisition and processing of index data,the evaluation and analysis of the capacity of Nangang Historic Urban Area in two dimensions.The evaluation of the Quantity-Quality dimension bases on the bottom line constraints of public welfare ele ments,the economic elements and visual landscape revision to determine the “quantity” of Historic Urban Area Capacity.Moreover,the evaluation of Sustainable Development dimension bases on the “stress-state-response” model,which analyzes the pressure,stat and responsive elements of the Historic Urban Area capacity,to determine the sustainability of historic urban area.According to the two-dimensional evaluation results,this study divides the capacity into the “quantity” and “target” types.In order to resolve the problem of Nangang Historic Urban Area capacity,this study introduces the planning revival ideas,by reviewing the shortcomings and needs of the current relevant planning in historic urban area,and proposes the revival planning goals and models.Furthermore,according to the connection among different planning levels and two-dimension evaluation results,this study puts forward the renaissance strategy for Historic Urban Area capacity.The innovative achievements of research include: reveal ing the mechanism between the influencing factors and the capacity of Nangang Historic Urban Area,establishing the capacity evaluation system of Nangang Historic Urban Area based on the two dimensions of Quantity-Quality and Sustainability,proposing the planning mode and strategy of Nangang Historic Urban Area to deal with the capacity control.This study puts forward the integrated protection method of Historic Urban Area,Based on the capacity of current.The research puts forward the refined management and control index,and explores the capacity limit of the future development of the urban area,which will provide reference for the sustainable development,precise protection and management decision-making of the historical urban area.
