Study On The Implementation Mechanism Of Planning From Three Outdated Transformation To Urban Regeneration

Positive and rapid progress has been made in the appearance and environment of Chinese cities since late 1970s with the implementation of the reform and opening up policy,and the problems of rough and inefficient land development are rendered simultaneously.Guangzhou,as the frontier area of reform and opening up,has come out in front in both economics and city infrastructure,however,Guangzhou also encounters inefficient land using problems during its rapid city develop process.According to <Guangzhou urban regeneration master planning(2015-2020)>,Guangzhou inefficient land using area has reached 588.96 square kilometers which equals to 1/3 of constructed land in the city.This data not only shows the potential of urban regeneration in Guangzhou,but there are still numerous jobs need to be done also.However,urban regeneration implementation is proceeding slower than expected with very clear goals.Based on the studies of theories and practices of urban regeneration at home and abroad,this paper analyzes the development and practice of urban regeneration in Guangzhou since the reform and opening up.Afterwards,this paper made further research on manifestations since 2009 with “three outdated transformation policies”in Guangzhou,so as to summarize the specific problems affecting the implementation of urban regeneration in Guangzhou.Finally,the paper constructs the implementation mechanism of Guangzhou urban regeneration planning from four aspects: policy guidance with clearing objectives,interest balancing mechanism,implementation oriented urban planning technological system,implementation oriented urban planning management system.The first chapter defines the research object and cope,background of this paper,and the purpose and framework of research,and summarizes concepts,notions and research status in related fields.In The second chapter,author mainly studies the urban regeneration practices in foreign countries such as Britain,the United States and France,and domestic cities such as Hong Kong,Shenzhen and Shanghai.Through the national and international case studies in urban regeneration developing process,organizations and funding source,this thesis has some enlightenment to implementations of urban regeneration in Guangzhou.The third chapter mainly studies the development process of Guangzhou urban regeneration since the reform and opening up.According to the characteristics of Guangzhou urban regeneration development process,it can be divided into four decades.The first decade is the renovation of dilapidated houses which is directly operated by local government after the reform and opening-up(1979-1989);the second decade is the contiguous renovation of dilapidated houses which market is the leading force,establishment of land use rights marks the beginning of this period(1989-1999);the third decade is the city reconstruction time which is operated only by local government(1999-2009);The fourth decade is systematization of urban regeneration time which is promoted by the innovation policy from the ministry of land and resources of Guangdong Province(2009-2020).The fourth chapter analyses the evolutionary characteristics from “Three outdated transformation” stage to urban regeneration time,in this chapter,author put forward a notion that the policy features,approval authority features,and the planning features are paramount characteristic at this period.The fifth chapter analyses the specific problems affecting the implementation of urban regeneration,and puts forward that these problems are from following aspects: first,the theoretical system of urban regeneration is difficult to guide practice;second,it exists double complexities of "property right and human nature" in urban regeneration;third,there is no effective mechanism of benefit distribution in implementation process of urban regeneration;The continuous relaxation of urban regeneration policy has led to the uncertain attitude of obligor for urban regeneration;The fifth problem is the lack of middle level in urban regeneration planning.In the sixth chapter,author put forward a suggestion how to construct an urban regeneration implementation mechanism.Based on the theoretical research of domestic implementation and dynamic mechanism,author analyses and summarizes the features of Guangzhou urban regeneration practices simultaneously,then put forward an expectation that to construct a benefit distribution mechanism under the guidance of comprehensive social goals,and to establish an implementation mechanism for urban regeneration planning through scientific planning techniques and refined planning management.In the seventh chapter,author summarizes the conclusions,innovations of this thesis and further research fields.It is pointed out that urban regeneration should gradually move from "economic" to comprehensive goals;The fundamental purpose of constructing interest balance mechanism is to give back the public interestr to the people;Urban regeneration is a regulatory detailed planning integrated with specific contents.
