The eastern and southeast coastal areas of China are economic centers and electrical consumption centers,with the continuous growth of electrical consumption demand,the external dependence of power in the above areas increases continuously.Currently,there are several large-capacity and long-distance power transmission projects from the north-western to the south-eastern has been built in China,the securely and the stable operation of power systems are becoming more and more difficult.At the same time,it is difficult to satisfy the continuous increasing demand of clean power supply with the limitation of transmission corridor resources.The coastal areas are rich in offshore wind power resources,which is close to the load center,and has unique advantages in energy density,power quality and environmental impact.It would become an important source of new clean energy supply in the East and Southeast coastal economic developed areas in the future.However,the offshore wind power in China started late,the urgent issue needed to be solved is how to realize orderly planning,coordinately optimize operation and scientific development.Therefore,this dissertation performs a systematical study on the problem of continuous improvement of operation and performance of offshore wind power in China.Main contents are as follows.(1)The influencing factors and existing problems of offshore wind power in China are studied based on PEST model.This dissertation analyzes the situation of offshore wind power development from politics,economy,society and technology,the key points of future offshore wind power development were judged,the important factors affecting the development of offshore wind power were summarized.The key problems were identified in the development of offshore wind power in China.Firstly,how many plant of offshore wind plant should be developed in planning phase,it must be coordinate with power consumption and load increment,however,there were no method to solve the question.Secondly,there was lack of scientific optimization method to select the connection collection system and grid connection mode,which cause the high cost for collection and grid-connection of offshore wind power.Thirdly,many energy storage,conventional energy and flexible load resources in power system,are not operated optimally,which limit the operation performance.Fourthly,there was lack of comprehensive and systematic evaluation methods for the overall development performance.(2)The collaborative planning theory considering the coordination between offshore wind power and load growth were studied.The planning of offshore wind power construction and clean energy transmitted from eastern to western in China were analyzed.The weighted Markov optimization NGBM(1,1)model to predict the load growth was proposed.And the coordinate analysis model between the growth of offshore wind power and effective load was also present based on analysis of output and load time sequence characteristics.The collaborative planning model between offshore wind power and load growth based on the equipment utilization was established.The example was analyzed based on surveyed construction cost data in Jiagnsu,Fujian,and Shanghai,the verified planning model provided technical means and theoretical methods for the rational planning of wind power development.(3)The optimization of offshore wind power collection and grid connection was studied.There were the two main links of offshore wind power access system,one was collection system,and another was grid connection,the optimization model of the convergence system was constructed from economy and reliability aspects.A topology optimization model of offshore wind power farm based on the improved single parent genetic algorithm is proposed.FCM method was used to optimize the geographical location of offshore step-up substation,comprehensive optimal connection scheme in economic and reliable aspects was obtained by scientific division of nearby wind power farm.The economic analysis model of the optimal grid-connection,based on discounted cash valuation model was established to estimate the future cash flow.The annual value of loss and maintenance cost into the present value of cost were converted to realize the economic evaluation of typical grid connection mode.The improved particle swarm optimization algorithm was used to analyze the optimal and suboptimal grid connection scheme.(4)The collaborative optimization model between the offshore wind power and multi-energy system are studied.The multi energy system analysis architecture was proposed based on maximum benefit and maximum output,which included offshore wind power and energy storage,pumped storage,conventional power,land new energy,etc.The united scheduling optimization model among virtual power plant,energy efficiency power plant of offshore wind power was constructed.The system optimization model of offshore wind power and remote clean energy was proposed.The empirical analysis of the application model shown that the multi-energy optimization coupling can effectively improve the system's absorption potential.(5)The benefit evaluation index system was constructed considering economy,environment and society.An environmental benefit analysis method considering the negative effects of offshore wind power was put forward.The comprehensive benefit assessment method are presented base on subjective and objective weight combination.The simulation data of project group was constructed by Python model,and the proposed assessment method was verified.The results showed that the project with significant risks can be effectively identified,which provided the theoretical basis for project estimation and decision.(6)The development mode and policy suggestions of offshore wind power in China were put forward.Considering to the precious experience of renewable energy development,three stages of offshore wind power development were proposed,the first one was subsidy mode,the second one was semi market and semi plan mode,and the third one was market leading mode.The corresponding policy and strategy suggestions are put forward for the regulatory departments,power grid enterprises,investors,etc.In order to improve the scientific planning and investment,realize the coordinated optimization of grid connection and multi energy,construct the bidding mechanism and prevent risks effectively.The achievement of this dissertation provides the analysis approach and model for sequence plan and optimal operation of offshore wind power in China.At the same time,the related policy and counter measures are also presented,which have reference value for healthy development of offshore wind power in China.
