Research On The Synergetic Incentive Mechanism On EPC Subjects In Energy Efficiency Renovations On Existing Civil Buildings

At present,the stock of existing civil buildings in our country is huge,the proportion of high energy consumption buildings is as high as 95%,and the energy consumption of building operation is greatly increased year by year.The energy efficiency renovations on existing civil buildings is of great significance to alleviate the energy tightening and promote the sustainable development of social economy in our country.However,due to the absence of the market mechanism of energy efficiency renovations on existing civil buildings in China,it is very difficult to implement the intention of energy efficiency renovations on existing civil buildings as a real behavior.So far,the work of energy efficiency renovations on existing civil buildings has remained at the pilot level and demonstration level.As a new energy-saving service mode,EPC can use market means to promote the development of energy efficiency renovations on existing civil buildings.In order to promote the market development of the energy efficiency renovations on existing civil buildings by popularize the EPC model in China,the paper researches on the synergetic incentive mechanism on EPC subjects.First,based on the comparative analysis and theoretical summary of EPC in the energy efficiency renovations on existing civil buildings in domestic and foreign,this paper puts forward the research framework of EPC main body synergetic incentive based on the market-oriented development demand of the energy efficiency renovations on existing civil buildingsin China;Secondly,carries on the EPC subjects synergetic cluster recognition,and uses the DEA-HR model to carry on the EPC subjects synergetic degree measure to the typical category,and then through the mathematical analysis of the EPC extension process,finds out the main direction of the EPC subjects synergetic regulation;Then,the synergetic on EPC subjects is studied from three aspects: evolutionary game incentive of government to ESCO and owner,fair concern incentive between ESCO and owners,ESCO and owners' external benefit incentive to the government;Finally,this paper constructs the synergetic incentive mechanism on EPC subjects in the energy efficiency renovations on existing civil buildings,and makes an empirical analysis on the synergetic incentive mechanism on EPC subjects in the energy efficiency renovations on existing civil buildings in Suzhou.The main research results are as follows:(1)Through the comparative study on the EPC of energy efficiency renovations on existing civil buildings at home and abroad,it is concluded that the main reason for the weak operation of the energy efficiency renovations on existing civil buildings in China is the lack of the synergetic incentive on EPC subjects.Analysis on the mutually reinforcing and interdependent relationship between the synergetic and the incentive on EPC subjects,this paper puts forward the research framework of the synergetic incentive mechanism on EPC subjects,which provides the basis and direction for further research.(2)The synergetic distance function of EPC subjects is constructed,and the explanatory variables are selected from the relation dimension,structure dimension and environment dimension of EPC subjects' network,the hierarchical clustering method is used to cluster and evaluate the synergetic behavior of EPC subjects;The synergetic degree measure and coevolutionary dynamics analysis are carried out on the EPC subject categories which need to be regulated,which provides the theoretical basis for formulating the control strategy of the synergetic behavior of EPC subjects.It also extends the application of the social network theory in the behavior analysis on EPC subjects in building energy efficiency renovations.(3)Considering the equity concern preference of EPC subjects,this paper establishes the income fair utility function of the owner and ESCO,to study the impact of the change degree of equity concerns on overall performance of the energy efficiency renovations,subjects performance and negotiation efficiency in three experimental scenarios which are only owner equity concerns,only ESCO equity concerns,and owners and ESCO fair concerns.It also brings forth new ideas on the application of social comparison theory to the utility analysis of EPC subjects in the energy efficiency renovations on existing civil buildings.(4)This paper puts forward the concept of "feasible threshold of income sharing coefficient",and discusses the changing trend of feasible threshold value of energy saving benefit sharing coefficient based on the income fair utility function of ESCO,owners and the satisfaction degree of both sides' fair psychological needs.The traditional method of determining the sharing coefficient of energy-saving income of EPC subjects is optimized.(5)This paper establishes the synergetic incentive mechanism on EPC subjects in the energy efficiency renovations on existing civil buildings,and analyzes the design conditions of the synergetic incentive mechanism on EPC subjects,and expounds the contents of the synergetic incentive mechanism of the EPC subjects,such as target setting,object carding,strength analysis,and so on.And the mathematical analysis of the evolution of the synergetic incentive mechanism on EPC subjects is carried out.(6)In order to verify the validity of the theoretical research and the method model,this paper makes an empirical analysis on the synergetic incentive mechanism on EPC subjects in the energy efficiency renovations on existing civil buildings in Suzhou.The results show that:(1)At present,the synergetic of EPC subjects is in the state of "general coordination",among which only 11.11% of EPC subjects have a high degree of coordination,and 40.74% of them have not been fully integrated into the synergetic promotion organization of EPC;(2)The reasonable determination of energy-saving benefit sharing coefficient can play an incentive role for ESCO,owners to participate in the energy efficiency renovations on existing civil buildings;The feasible area of income-sharing coefficient decreases with the increase of equity concern degree.When the equity concern coefficient exceeds 0.6,the performance will decrease,while the appropriate reduction of equity concern degree will be beneficial to the formation of incentive environment.In the selection of EPC subjects of medium-and higher-level effort strategies,the incentive effect is the best when the profit-sharing coefficient is 0.5 and 0.6,respectively.(3)Increasing the length and width of information redundancy is beneficial to the improvement of EPC subject synergetic degree and incentive utility.Changing the subjects' proportion of different information fields in the system and adjusting the uniformity of different types of information dimensions can have an impact on the synergetic incentive utility;EPC subjects can reach agreement quickly by increasing the path of information communication between subjects.
