Light industry is the traditional pillar industry of China’s national economy,which affects the people’s living standards and the level of social material civilization.However,the total energy consumption of China’s light industry is large,but due to the low level of products and relatively backward production technology,there are some problems,such as low energy utilization rate and serious environmental pollution.Green development and low-carbon transformation of light industry is not only the requirement of reducing energy consumption per unit of industrial added value in "made in China 2025",but also an important way of China’s "carbon peak plan".Shaanxi Province is an important province of China’s "Silk Road Economic Belt",a large province of traditional energy and a province with serious pollution.Its energy consumption,waste gas and wastewater discharge are relatively large.Energy conservation,emission reduction and green development are the inevitable requirements for the ecological development of Shaanxi light industry.This paper selects the light industry in Shaanxi Province,which occupies an important position in the "Silk Road Economic Belt" and has a severe task of emission reduction,as the research object.Through the comprehensive evaluation of the ecological development level of light industry in Shaanxi Province and the suggestions on ecological development,it has important theoretical and practical significance.In recent years,China pays more and more attention to the ecological development of industry,and the requirements of environmental management are constantly refined,which puts forward high requirements for the scientificity and operability of industrial ecological evaluation.The research on Industrial Ecological Evaluation in China generally adopts the methods of principal component analysis.Although these methods promote the research on industrial ecological development,they lack the research on the ecological evaluation of light industry,especially the ecological evaluation of light industry in Shaanxi Province.There are still some problems in the research,such as imperfect evaluation indexes and unscientific evaluation methods.Based on the in-depth analysis of the development characteristics and existing problems of light industry in Shaanxi Province,the purpose of this paper is to build a comprehensive evaluation model of the ecological level of light industry in Shaanxi Province,then select the leather industry of light industry in Shaanxi Province for empirical analysis,and compare the analysis results with the ecological development level of light industry in six provinces in eastern,central and Western China,Obtain successful experience,and give countermeasures and suggestions for the ecological development of light industry in Shaanxi Province from the perspectives of government and enterprises.So as to promote regional green and sustainable development and provide reference for low-carbon transformation and green development of China’s light industry.The work of this paper is as follows:(1)Summarize and summarize the relevant literature of industrial ecology and neural network at home and abroad.Combing the relevant theories of industrial ecology,light industry,"double carbon",circular economy and industrial chain,combined with neural network algorithm,this paper analyzes the production status,economic benefits and export of China’s light industry and China’s leather industry,and analyzes the development status of light industry in Shaanxi Province from four aspects:light industry structure,industrial output value,industry category and industrial profit,This paper discusses the ecological level and existing problems of light industry in Shaanxi Province,so as to provide the basis for establishing the ecological level evaluation index system and early warning mechanism of li ght industry.(2)According to the policy guidance of "carbon peak" and "carbon neutralization",this paper uses two-step method to analyze the impact of the development of light industry on the ecological level in Shaanxi Province.Firstly,the ecological efficiency of light industry is analyzed and studied,and the DEA method is used to calculate the ecological efficiency of light industry development;Then,Tobit model is used to analyze the factors affecting ecological efficiency.Through analysis,this paper tests the impact of economic indicators of light industry development on ecological level in Shaanxi Province.(3)The neural network algorithm is applied to the establishment of ecological level evaluation model of light industry,the selection of key indicators and weight analysis.Using the combination of AHP and K-means clustering method,the indexes at all levels of the ecological index system of Shaanxi light industry are determined,and the ecological evaluation of leather industry of Shaanxi light industry is empirically analyzed.(4)This paper compares and analyzes the comprehensive evaluation results of light industry ecology in Shaanxi Province with the comprehensive evaluation results of light industry ecology in typical provinces in eastern,central and Western China,compares and finds out the similarities and differences between different provinces and Shaanxi Province,obtains successful experience,and puts forward countermeasures and suggestions from the perspectives of government and enterprises.At present,domestic scholars have less research on the ecological level of China’s light industry,and less on the ecological level of light industry in provincial units.The main innovations of this paper are in four aspects:first,this paper analyzes the ecological level of light industry development in Shaanxi Province and its influencing factors.DEA Tobit model is used to analyze the impact of light industry development on ecological level in Shaanxi Province.This paper analyzes the impact of environmental regulation,economic level,industrial structure and opening-up level on the development of eco-technical efficiency,pure technical efficiency and scale efficiency of light industry in China and Shaanxi Province.Second,reconstruct the ecological evaluation index system of light industry.Based on the traditional evaluation methods of light industry ecology,this paper applies the neural network algorithm to the establishment of light industry ecology evaluation model,the selection of key indicators and weight analysis,and constructs the light industry ecology evaluation index system.Thirdly,taking Shaanxi light industry leather industry as an example,it enriches the ecological evaluation indicators.Combining AHP with K-means clustering method,this paper finely analyzes the indicators at all levels of the ecological index system of light industry in Shaanxi Province,and empirically analyzes the ecological evaluation of light industry leather industry in Shaanxi Province.Fourthly,based on the evaluation model,an early warning mechanism is established,and countermeasures and suggestions are put forward from the perspectives of government and enterprises.
