Under the basic state policy of ecological civilization construction and high-quality economic development,it's the key of green economy development to effectively realize the compatible development of energy conservation and emission reduction,environmental improvement,economic restructuring and economic growth.The fundamental approach to develop green economy are green innovation and green technology progress.Considering its characteristics of the ability to promote the reform of economic development model and progress of green technology,big data is suitable for the development of green economy.Hence that it's urgent for China to break through the bottleneck of green development by making use of big data.This paper is based on endogenous economic growth theory,in which we strip big data from traditional material capital,regarding it as a new production factor,and put it into the endogenous production function.Then we theoretically describe a series of essential characteristics of big data as follows: the non-competitiveness and sharing characteristics,the gradual increase of application degree,the multiplier effect of big data on the quality ladder of intermediate products,the transformation of R&D mode and the technological progress driven by big data have a series of essential characteristics such as substitution and complementarity.Furthermore,we mathematically deduce the coupling process of how big data drives technological progress to affect green economic growth.Within the framework of endogenous technological progress,this paper constructs a theoretical model of the influence of big data on green economic growth based on the extensive impact of big data on economic and social development.Analyze technological progress from two aspects: neutral technological progress and biased technological progress.The neutral techno logical progress driven by big data affects economic growth,while the biased technological progress caused by big data has an impact on environmental quality.We theoretically reveal the mechanism and path of how big data affects technological progress,economic growth,environmental quality and environmental regulation policies and verify the above theories by numerical simulation.This paper is aimed at revealing the endogenous impact of big data on green economic growth,innovatively explaining the theoretical mechanism and path of how big data drives green economic growth and expanding the construction method of endogenous economic growth theory promoted by big data in order to solve the problems of mechanism obstacles and policy absence in the process of economic green development in the era of big data.Moreover,this paper reconstructs the theory of green economic growth under the influence of big data,providing theoretical support for current development strategy of China's big data.The main contents and conclusions of this paper are as follows:First of all,under the framework of the theory of creative destruction,this paper introduces big data into endogenous production function,and constructs a multidepartment Schumpeter quality ladder model.Then,it innovatively models the multiplier effect of big data in promoting the quality ladder of intermediate products and causing the transformation of R&D mode.Big data promotes the improvement of all intermediate quality and produces neutral technological progress.And this paper theoretically describes the path and mechanism of big data driving technological progress and economic growth,and carries out numerical simulation test.Results show that big data and other production factors have integration cost,which leads to R&D mode transformation and inhibits short-term economic output.However,in the long run,big data promotes economic growth through multiplier effect to improve the quality of intermediate products and promote the progress of production technology.What's more,the model proves that the multiplier effect of big data will be enlarged with the improvement of application degree of big data.In the meanwhile,under the situation that China's factor income distribution is biased towards capital,big data will play a greater role in economic growth.Secondly,based on the theory of directed technical change,this paper constructs a theoretical model that big data changes the relative benefits of technological R&D,causes directed technical change and affects environmental quality through substitution effect and complementary effect.And this paper compares the impact of big data on environmental quality before and after its application and clarifies the needed adjustment of environmental regulation policy under the influence of big data.Then it uses dynamic optimization to analyze the best environmental regulation policy for the optimal allocation of society under the influence of big data.Results indicate that big data can improve the relative benefit of clean technology research and development,thus promoting the progress of clean technology and improving the environmental quality,but environmental disasters cannot be prevented by just relying on big data.And big data can reduce the "subsidy" of clean technology research and development,while the impact direction of big data on "environmental tax" varies with the development of clean technology level.Furthermore,this paper clarifies the positive effect of big data on environmental quality and the implementation of reasonable environmental regulation policies from a theoretical perspectiveThirdly,based on the framework of directed technical change,this paper takes big data as endogenous production factors and put it into semi-finished products production function,theoretically depicts the multiplier effect of big data and that the application degree of big data displays an increase as logistic function,and deduces the influence mechanism on economic development through endogenous economic growth theory.Then,this article applies environmental taxes and clean subsidies to polluting production,clean production,and clean intermediate product research and development,and incorporates big data and environmental regulatory policies into one model.Results show that under the combined effect of big data and environmental regulatory policies,the output of final products is suppressed in the short term,but big data can smooth the shortterm policy shocks.And in a state of general equilibrium,the economy will be affected by big data but has nothing to do with the intensity of environmental regulation policies.Environmental regulation policies promote a clean transformation of the input structure of semi-finished products,and big data can accelerate this process and promote the realization of green economic development.Lastly,based on the theory of endogenous economic growth,this paper constructs a five-sector endogenous green economic growth model including big data department,R&D department,intermediate product department,final product department and environmental department.Then we regard environmental quality a special production factor that can be effectively managed,data as another factor and introduce them into endogenous economic growth model.Next,the Hamilton function and Euler equation are constructed through dynamic optimization theory to analyze the social optimal equilibrium,depicting the green economic growth model under the constraints of big data and environment.We also reveal the role of environmental consumption/regeneration and management,material capital accumulation,government environmental protection investment,big data drive,technological progress and other factors in the growth of green economy.Results show that through the application of big data and environmental management,the dual goals of high-quality economic development and environmental quality improvement can be achieved,and a socially optimized balance of economic growth and environmental quality compatible development can be achieved.The realization of dual-goals of environmental quality and economic growth can be ensured by improving human capital,big data and technology progress efficiency,which can offset the diminishing marginal return of material capital investment,overcome the pressure brought by excessive consumption of environmental quality,and ensure the maximization of residents utility and green development.
