Factors determining the implementation of cloud computing in Michigan local government agencies

Abstract/Summary:
Cloud technology assists business managers in focusing their attention on core competencies rather than on computer systems. Security and privacy risks in cloud computing contribute, along with other factors, to potential problems in the adoption of cloud computing. The conceptual framework for this study is based on the security framework provided by the Cloud Security Alliance. This framework includes seven prime security threats. The purpose of this qualitative case study was to assess factors that can affect Michigan local government agencies adoption of cloud computing technology. Factors evaluated included cloud computing architectural framework, cloud governance, and operations. Research questions focused on the concerns Michigan municipality managers have about cloud computing, the effects of security compliance on the likelihood of adopting cloud technology in local agencies, the impact of CSA framework use on the agencies' security model, and regulatory compliance on the agencies. Purposeful sampling was used to select 13 information technology managers out of a population of 83 such managers employed in different counties in Michigan. Analysis of the participants' responses by the researcher, a colleague, and use of NVivo software, resulted in themes. Results indicated that most Michigan local agencies were supportive for cloud computing adoption. Agency concerns included financial, legal and also security and privacy issues. The study can benefit other organizations to achieve a better understanding of the concept of cloud computing and adds to the knowledge domain to address the cloud security problem by providing the possible best practices and methods from the perception of information technology managers and senior administrators.
