Abstract/Summary:
This qualitative hermeneutic phenomenological study explored using collaborative, participative leadership to build anticipatory, proactive synergies of leadership and management in public education systems. Participants for this study were 37 public community college presidents in national and international operational environments. The most important findings were public community colleges, as well as other public education systems, share the same dilemmas regardless of locations: infrastructures that prohibit growth to world class status; they are simply under-funded; they need a new paradigm to deal with new economic realities.;Themes that resulted were consistent with the objectives of identifying the shared needs of public community college systems in providing updated technology and generally operating without sufficient budgets. Future foci will be on opportunities to enhance outcomes through the use of consortiums and increased online options.
