This dissertation's objective is to advance, test, analyze and evaluate a tridimensional paradigm to effect "Sea-Change." Oceanic Education is a new multidiscipline designed to bring a land-sea balance into the curriculum. Conceptually, the approach affords citizens as good a grounding concerning their planet's dominant dimension, the world ocean, as they now receive concerning the land. Based upon the 'seafarers' global dynamic mode of thinking, this affords a precise pattern for policy which eludes the Nation. The coherent base of knowledge is confirmed as vital toward forging a coherent national policy process of major import to America's future.;The current fixation of Americans on land-based problems creates the need for public education to provide holistic grasp of the universe. Oceanic programs remain inadequate, and thus intensified effort beyond present day narrowly confined scientific-technological focus is imperative. Major change rests upon policy targeting the oceanic frontier's full global potential in the national interest. The opportunities through synergystic orchestration of this process focus on its vast promise. Beyond creation of a comprehensive knowledge base, clearly, reorientation toward generalist-scientist curricular balance is mandatory.;Comprehensive policy thinking remains foreign to our citizens. Here distinctive oceanic thought encourages a first step toward multi-media assisted forging of long-view and comprehensive policy which will marshall and motivate the Nation's vast human resources.;The need for change gleaned from broad societal sampling reflects the loss of productivity and competitive drives, emergence of educational "mediocrity" and an increasingly passive life style. The world ocean mankind's master teacher and stern disciplinarian compels understanding, and fuller use at the crossroads of purpose. Premium is placed upon forging National Policy with direction for planning, programming, and growth in the longer term. The 'global frontier of the future' promises profound human values beyond the resources and wealth depicted. This, once Americans join to seek the oceanic options and opportunities, with methodology confirmed, toward realization of the potential for "Sea-Change" within the 21st Century.
