Abstract/Summary:
Planning in Military Facilities has special characteristics that are not found in a normal transportation system. It appears from the literature review that there is no computerized model with the capability to analyze traffic congestion and security problems at a High Security Military Compound. This research develops a model that will be a useful tool to the decision-makers to help them in selecting the best traffic management strategies for access to Military Facilities.; The computer model analyzes the performance of various scenarios of planning management and provides outputs in the form of selected measures of effectiveness (MOEs). These MOEs help in choosing the best planning and operations management strategies. The model runs on personal computers and has been written in Excell and Visual Basic development environments. The model has been applied to a real-world High Security Military Facilities site in Saudi Arabia.; The fundamental concepts of the model are: (1) arrival traffic coming into the HSMF boundaries are stored and capacity of road and street links connecting the High Security Military compound with other areas are calculated; (2) traffic flow and queue analysis on the road and street links between that compound and other locations; (3) number and operation of entrances (gates) to the compound; (4) the design and location of the compound entrances; and (5) performance index evaluation for each HSMF gate.
