| Since China’s entry into WTO,great achievements have been made in economic growth with profound institutional changes.In addition,both the third plenary session of the 18 th CPC central committee and the report of the 19 th CPC national congress affirmed the importance of good governance in national development from the strategic level,so the topic of governance was elevated from general academic research to major policy decision-making research of the central government.The relevant researches on governance quality can be divided into two categories:(1)some literatures investigate the effect of governance quality on economic growth and mainly focus on multinational analysis,while most of the researches on China’s provincial samples ignore the multidimensional perspective of governance quality,the transformation effect of economic growth pattern of good governance,and the spatial spillover effect of governance quality with relatively old data period.(2)some literatures evaluate governance quality and pay attention to transnational or transregional comparative analysis,while there are a few researches on China’s provincial governance,with marketization reform ignored in multidimensional governance evaluation,quantitative method ignored in index selection,and global factor analysis ignored in weight determination.Therefore,this study puts forward the key scientific question: how does governance quality affect China’s provincial economic growth?Based on that above,this study takes "North Paradox" as the logical starting point,defines the core connotation of China’s provincial governance,builds a theoretical analysis framework,calculates the comprehensive index of China’s provincial governance quality,and empirically analyzes the effect of governance quality on economic growth in China’s provincial regions,with the main research contents including four aspects:(1)to determine the evaluation system of governance quality and to conduct empirical research on the governance quality in China’s provincial regions,which puts forward the main content of China’s provincial governance evaluation,determines the index system and index weight,and empirically analyzes the comprehensive index of China’s provincial governance quality(2001-2016).(2)to investigate the impact of governance quality on China’s provincial economic growth from the perspective of power paradox,which starts from alleviating the "power paradox",empirically examines the impact of governance quality on China’s provincial economic growth,and carries out robustness analysis from many aspects,such as endogeneity.(3)to study the effect of governance quality on China’s provincial economic growth from the perspective of time span,which introduces the impact of time span,analyzes the short-term and long-term effects of governance quality on economic growth,and does the robustness test from multiple perspectives.(4)to research the impact of governance quality on China’s provincial economic growth from the perspective of spatial spillover effect,which examines the spatial spillover effect of governance quality on China’s provincial economic growth,calculates the size and proportion of spatial spillover effects,and the spatial distribution characteristics of spillover effect.This research systematically analyzes the above content,deepens and enriches the research results at home and abroad,with the main innovations including three aspects:(1)to construct a new theoretical framework for the effect of governance quality on economic growth from the perspective of spatial spillover,which includes the spatial spillover in the study of the impact of governance quality on economic growth for the first time,puts forward the three main routes by which surrounding areas’ governance quality could affect local economic growth,and the feedback effect of local governance quality on surrounding areas’ economic growth.(2)to empirically test the relationship between governance quality,spatial spillover,and economic growth for the first time,resulting in the "U-shaped curve" relationship between surrounding areas’ governance quality and local economic growth,and the regional and period differences which significantly affect spatial spillover effect.This paper quantifies the spatial spillover effect of goveranance quality on economic growth and gets a new result that spatial spillover has become an important way for governance quality to affect economic growth.This paper quantifies the cascade distribution of the spatial spillover effect in adjacent areas and puts forward a new viewpoint that the spatial spillover effect of governance quality on economic growth will gradually decrease with the expansion of distance.(3)to put forward a new viewpoint that good governance has significant transformation effect of economic growth mode by using the new comprehensive index of provincial governance quality in China;to obtain a new discovery that the high-speed economic growth effect of good governance presents an "inverted U-curve" trend;to obtain new conclusions that the transformation effect of economic growth mode and the effect of high-speed economic growth from good governance are all affected significantly by economic development level and regional heterogeneity.Based on the above main innovation points,this research is significant and important,which is mainly reflected in two aspects:(1)theoretical significance.On the one hand,this paper constructs the analysis framework of governance quality affecting economic growth in China’s provincial regions,providing a more detailed theoretical description for understanding the relationship between governance quality and economic growth,and a strong theoretical basis for carrying out relevant empirical researches in future.On the other hand,this study defines the core connotation of "China’s provincial governance" and puts forward the evaluation framework of provincial governance quality in China,which provides new support for theoretical and empirical researches on China’s provincial governance.(2)practical significance.On the one hand,this paper confirms the positive role of good governance on China’s provincial economic growth,which can serve as an important basis for China’s great efforts to improve provincial governance quality and cultivate H-H agglomeration centers of governance quality.On the other hand,this paper empirically analyzes the evolution characteristics of provincial governance quality in China,which could be used as an important basis to identify the weak areas and weak aspects in China’s provincial governance quality. |
