Since China's reform and opening up 40 years ago,innovation is the life of reform and opening up.The important role of innovation as the primary driving force for development has become increasingly prominent,and intellectual property has increasingly become a strategic resource for national development and a core element of international competitiveness.To accelerate the construction of modern economic system,promote all-around opening up,and realize the high-quality development of China's economy,the intellectual property work has put forward new and higher requirements.40 years reform and opening up,China's intellectual property rights and interests distribution mechanism reform continued to deepen,continuously improve operation system of intellectual property right,intellectual property intensive industry growing,intellectual property rights protection greatly contributed to the foreign investment in China and the Chinese and foreign technical cooperation,has inspired the whole social innovation to create momentum,China achieved in many fields of research and development and successfully run a batch of independent intellectual property rights technology,accelerated to achieve the change from "made in China" to "created in China",greatly promoted the rapid development of our country's economy and society.In the future,ipr protection will remain an important institutional guarantee for creating a first-class business environment and stimulating the vitality of market players,and will provide an increasingly strong driving force for China's economic transformation and high-quality development.However,new problems and contradictions in the field of intellectual property in China are constantly emerging,such as large but not strong intellectual property,many but not excellent intellectual property,insufficient performance of intellectual property utilization,and unsatisfactory effect of intellectual property protection.How to promote the coordinated development of the quantity and quality of intellectual property and accelerate the transformation from a big country of intellectual property to a strong country of intellectual property are the major challenges facing the intellectual property management system.Therefore,under the background of in-depth implementation of intellectual property strategy and innovation-driven development strategy,it is of great significance for China's innovation-driven development and economic development to study the evolution and development of intellectual property right(IPR)management system from the perspective of multiple subjects.On the basis of sorting out and summarizing relevant research results at home and abroad,this paper introduces the connotation of the IPR management system and the components of the IPR management system.Based on the system theory and intellectual property theory,the structure of IPR system is analyzed from the aspects of the subsystem of intellectual property development management,the subsystem of operation management and the subsystem of protection management.Based on the complex system theory and CAS theory,the connotation,characteristics and conditions of the evolution of intellectual property management system are expounded.A conceptual model of the evolution of the IPR management system is constructed,and the framework and content of the evolution of the IPR management system are analyzed according to the conceptual model.Then the forming condition of dissipative structure of IPR management system in China is analyzed based on brusselator model.Based on the theory of cusp mutation and entropy,the stability of IPR management system is analyzed and judged.On this basis,from the three levels of self-creation,self-reorganization and self-stability,the evolution of intellectual property management system is analyzed.The evolution path of the IPR management system is deeply analyzed,and the bifurcation,mutation and emergence of the evolution of the IPR management system are further analyzed through the path dependence theory of the evolution of the system.Based on Logistic equation,the evolution process of IPR management system is analyzed,and the evolution stage of coupling system is analyzed according to population ecology theory.From the perspective of multiple subjects,the dynamic factors of the evolution of the IPR management system are preliminarily identified based on the interpretation theory.ISM method is adopted to identify the key dynamic factors of the evolution of intellectual property management system.On this basis,based on structure-function-principle,this paper analyzes the internal structure,function and operation principle of the dynamic mechanism of the evolution of the IPR management system.On this basis,the dynamic mechanism model of the evolution of the IPR management system is constructed and further analyzedAnd then this paper analyzes the symbiotic elements of the evolution of the IPR management system from four aspects:the multi-agent symbiotic unit,the multi-agent symbiotic platform,the multi-agent symbiotic interface and the multi-agent symbiotic network.Based on the symbiosis theory and the population ecology theory,the symbiosis model of the evolution of the IPR management system is analyzed from the perspectives of competitive symbiosis,cooperative symbiosis and competitive symbiosis.This paper analyzes the decision behavior of multi-agent symbiosis partner selection in system evolution,presents a partner selection decision model based on dynamic interval intuitionistic normal fuzzy operator,and analyzes the decision-making behavior strategy of partner selection in multi-agent symbiosis.For IPR management system internal subject analyzes the symbiosis of the game more,combining the theory of biological species,and uses the Lotka-Volterra model to analyze multi-agent symbiotic characteristics and development trend of the different stages in the evolution process in IPR management system,and on the basis of the different symbiotic mode of the relationship between competition and cooperation between multi-agent,combed the multi-stage game behavior between multi-agent.In addition,based on the theory of synergetics,this paper defines the cooperative connotation of the evolution of IPR management system,and expounds the cooperative system of the evolution of IPR management system.Based on the dissipation theory and entropy theory,a collaborative entropy model of the evolution of IPR management system is constructed.On this basis,based on the theory of IPR management and synergetic theory,the collaborative mechanism of the evolution of IPR management system is revealed.In combination with the metaphorical method and based on the B-Z reaction,a collaborative model of the evolution of the IPR management system is established.Based on this model,an empirical analysis is conducted on the basis of simulation,to explore the root of the collaborative development of the evolution of the IPR management system,and to reveal the collaborative mechanism of the evolution of the IPR management systemAt last,the guarantee mechanism of the evolution of IPR management system is constructed from three aspects:government regulation mechanism,industry-university-research coupling mechanism and intermediary service mechanism.The government regulation model is constructed by evolutionary game theory,and the simulation analysis is carried out by numerical simulation.On this basis,the government regulation mechanism in the evolution process of IPR management system is constructed from the aspects of government guidance,supervision and environmental protection.Then the coupling mechanism of industry-university-reasearch collaborative innovation in IPR management system evolution process is analyzed,on the basis of this,respectively from the perspectives of regional horizontal and vertical country as a whole perspective,by using the coupling model to measure the coupling coordination level of collaborative innovation system in the overall and 31 provinces and regions,and from three aspects of the subject learning mechanism,innovation resources sharing mechanism,and the environment incentive mechanism to design for the coupling mechanism of industry-university-reasearch collaborative innovation system;Finally,this paper analyzes the service of intellectual property intermediary institutions,and constructs the service mechanism of intellectual property intermediary institutions from the three aspects of information aggregation mechanism,capital adjustment mechanism and platform service mechanism.
