Reconstruction Of Geo-economy Pattern And Its Implementation Methods In The Border Area Of Southwest China

The Border Area of Southwest China,which is close to the countries in South Asia and Southeast Asia,has regional advantages in developing geo-economy.In addition,these regional advantages are being enhanced with Large-scale infrastructure construction,through which internal and external contraction pattern of southwest border areas is optimizing.However,the current status of geo-economy is not ideal,and its self-adaptation to survive environment changes can’t meet the need of regional development.Under this background,it is necessary to reconstruct geo-economy pattern.Geo-economy is a special economic complex and its spatial organization forms,formed by sundry economic entities,economic elements and economic activities superimposing on cross-border areas.So,Geo-economy has the characteristics of regionalism and comprehensiveness.Just because of these,it is hard to research reconstruction of geo-economy pattern unless its core aspects can be grasped.Industrial development,economic and trade cooperation and regional spatial organization reflect the core aspects of geo-economy,such as economic subject,economic elements and products flow,regional pattern of economic activities,etc.,so,this paper also focuses on this three aspects in the study of geo-economic pattern reconstruction in the southwestern border areas of China.This study has the characteristic of multi-interdisciplinary with the subjects intersected by geography,regional economics,international relations and international trade.On the basis of systematically reviewing the relevant research results and classical theories,the research on reconstructing geo-economy pattern is carried on with geographical approaches and the technical routes can be summarized as: theoretical construction,status analysis,problem induction,pattern reconstruction,and realization path.First of all,the article aims to clarify the construction mechanism of geo-economic pattern reconstruction in the border areas and constructs the theoretical analysis framework.It is pointed out that the evolution of geo-economic pattern is the result of a variety of factors.In a fixed time section,each factor hasdifferent effects on the geo-economic pattern with different directions and different focal points.Finally,all these effects will form a resultant force,which determines the direction and intensity of the evolution of the geo-economic pattern.Then it changes geo-economic pattern from one equilibrium state to another one.This is the comprehensive driving mechanism of the evolution of the geo-economic pattern.In this mechanism,the disturbance of the factor plays a key role,and reconstruction of geo-economy pattern is the response to the disturbance.Based on the systematic analysis of the present geo-economic situation in the southwestern border areas of China,this paper sums up the geo-economic problems.Under the guidance of relevant theories and sticking to the problem-oriented,this paper points out the direction of reconstructing the geo-economic pattern of the border areas in southwest China.Among them,industrial pattern reconstruction is to form a more advanced industrial structure through industrial cultivation,industrial transformation,industrial transfer and capacity elimination.Based on Porter’s diamond model and expert investigation method,the leading industries and strategic emerging industries are choose.At the same time,the article points out the traditional superior industries which need transformation and upgrading and the industries which need to be undertook transferred from the east of china.Besides,the ideas of traditional superior industries transformation and undertaking the transferred industries are put forward.On this basis,according to the principles of industrial clusters,the ideas of optimizing the industrial layout are put forward,and the leading industries,strategic emerging industries and possible undertook transfer industries are arranged in different points.The restructuring of the pattern of economic and trade cooperation is carried out from four aspects: the fields of cooperation,the mode of cooperation,the mechanism of cooperation and the economic and trade relationship among countries.Through comparative analysis,this article points out the continuation of the fields of economic and trade cooperation and its corresponding cooperation modes according to different countries,and puts forward the construction ideas of border economic cooperation mechanism,channel economic cooperation mechanism and cooperationmechanism of overseas economic cooperation zones.Regarding the reconstruction of inter-state economic and trade relationship,the article points out that the economic“asymmetric interdependence” between countries does not necessarily derive power,and economic control is the source of power.It is necessary to construct inter-state economic “dependence-control” relationship,and the construction ideas are puts forward in this paper.In terms of geo-economic spatial reconstruction,on the mesoscale and micro-scale,Chris Taylor structure has restricted the development of regional economy.On the contrary,the “hub-network” structure has more advantages in the integration of regional resources,and is an ideal spatial schema to replace the former.On the macro scale,it is necessary to form the network space structure from the "point-axis" structure as soon as possible by strengthening the infrastructure construction,and create more opportunities for the development of county-level cities.In order to facilitate cross-border economic cooperation,it is necessary to reconstruct the regional pattern of economic cooperation.The paper suggests that the important port cities,such as Ruili,Mohan,Hekou,Pingxiang,Dongxing and Jilong,should be turned into the economic growth poles,and five cross-border economic cooperation zones,such as Zhangmu,Ruili,Hekou,Pingxiang and Dongxing,and several cross border economic corridors should be built.Finally,in order to realize the reconstruction of the geo-economic pattern,the only path is to adjust affect factors.Based on this understanding,the article puts forward four implementation methods,such as strengthening the construction of the geo-political environment,optimizing the industrial development environment,strengthening the inter-regional communication and cooperation,and developing the strategic geo-industries,according to the comprehensive mechanism of geo economic structure construction and the mentioned direction of reconstructing the geo economic pattern.Strategic geo-industries,as an important innovation point of this paper,are mainly discussed in this article.They play a special role in pursuing national interests and reconstructing the geo-economic pattern.
