State-owned military enterprises are an important organization for national defense construction,and a strong national defense force is an important guarantee for the well-being of the country and the people.State-owned military enterprises are founders who strengthen defense forces.Facing complicated and ever changing new situation,state-owned military enterprises need further upgrade and reform,need systematic research and exploration in consider of the background,system and mechanisms of the country and other factors.The research on leadership of the state-owned military enterprises is a significant content of realizing its upgrade and reform.It is said that scientific leadership is a foundation which guarantees an organization operates effectively.In the past 60 years,there is no any reasonable doubt that state-owned military enterprise played an obvious role and made great achievements in national economy and defense construction.However,some problems should not be neglected with the changes of history,among which,reform of the enterprise's leadership becomes the top urgent issue need to be solved.This article bases on the evolution and reflection of state-owned military enterprise's leadership and the study of modern enterprise's system.Focusing on structure design of enterprise's internal power,this article proposes a constructed way and model of military enterprise's leadership,putting emphasis on what kinds of leadership is beneficial to take full use of management and improve the operation level of the enterprise.Enterprise how to optimize the management through standardizing power division and balance,enabling and supervision? Party organizations how to strengthen and improve Party construction in central enterprises and practically implement the requirements of ‘CCP's cadre management,Party supervision over personnel' etc…The article concentrated on structure of internal enterprises,and established the constructing plan of the leadership system of stated-owned military enterprises with Chinese characteristic.Combining corporate governance of stakeholders and realize diversification of the share,this article proposes that stakeholders participate in corporate governance with ownerships.In the combination with current organization “new three-meeting”(Shareholder convention,the Board,Supervisory board)and “old three-meeting”(Party committee,Labor union,Congress of workers and staff),this article analyses how the new and old three-meeting represent stakeholders' profit,finding the internal link among different sides,proposing innovatively merge management leadership in corporate governance which seems to be complicated.But considering the present situation,enterprises can utilize“A troop,two signs”and“The Mono-Exclusive-Party-and-Executive system”to improve the efficiency of enterprise's operation,strengthen the leadership of Party,and avoid risks reasonably.Setting leadership of the state-owned military enterprises based on the principle that all interests given attention,which adapt the demand of socialist market economy.
