With the current adjustment of China's economic structure and the transformation of growth momentum,the economic growth model driven by investment is gradually replaced by the economic growth model driven by consumption upgrading,and the financial development model marked by scale growth in the past is also gradually changing to the new financial development model marked by quality and benefit growth.In the new era,the process of financial deleveraging is accelerating,which makes the outbreak of bank credit risk grow rapidly.In this paper,the research on Technology Bank mainly refers to the departments,lines or branches of commercial banks that provide comprehensive financial services to high-tech SMEs.The research on the credit risk of Technology Bank mainly focuses on the risks arising from the development of credit business for high-tech SMEs by technology bank.For the Bank of science and technology,to build a perfect credit risk assessment system,so that the Bank of science and technology can more effectively assess the risk information of high-tech SMEs,so as to better alleviate the harm of information asymmetry on its own credit business development,has become an important problem to be solved.Credit rationing is a common phenomenon in the credit business of science and technology banks.Due to the lack of full and detailed information disclosure data of high-tech SMEs,there is obvious information asymmetry in the credit relationship between technology banks and high-tech SMEs,which makes technology banks face huge credit risks due to their information disadvantage.Therefore,technology banks often mitigate their credit risks by implementing credit rationing for high-tech SMEs.? This paper analyzes the reasons for the credit rationing of high-tech small and medium-sized enterprises carried out by science and technology bank,and holds that the credit rationing not only does not effectively control the credit risk faced by science and technology bank,but also will further worsen the credit risk situation of science and Technology Bank under the influence of adverse selection and moral hazard,which will greatly restrict the credit activities of science and technology bank.The phenomenon of credit rationing reflects the lack of credit risk assessment ability of science and technology banks,and the construction of credit risk assessment system needs to be improved.The information transmission mechanism of science and technology bank has an important impact on the credit decision-making process of science and technology bank.Information characteristics,information collection,information transmission and other factors affect the quality of credit risk assessment of science and technology bank.Based on the analysis of the information transmission mechanism of the Bank of science and technology and the signal game between the Bank of science and technology and the small and medium-sized high-tech enterprises,combined with the development characteristics and financing characteristics of the small and medium-sized high-tech enterprises,this paper studies how to make the Bank of science and technology collect and transmit the risk information of the small and medium-sized high-tech enterprises more effectively so as to improve the credit risk assessment level of the Bank of science and technology,which is helpful to promote the development of Science The rapid development of bank credit business has played a crucial role.In this paper,the theoretical framework of information economics and the logical framework for the analysis of the above issues are discussed.First,through the analysis of the characteristics and financing characteristics of high-tech SMEs,the theory of information asymmetry is combined with the current situation of credit business development of science and technology banks in the credit market,and the impact of credit rationing of science and technology banks and its causes are systematically studied.Then,the paper uses the signal game model to establish the pre loan and post loan signal game model of science and technology bank.On the basis of the research on the matching relationship between the risk information transmission mechanism of science and technology bank and the information characteristics in different stages of the development of high-tech small and medium-sized enterprises,it analyzes the credit risk characteristics of science and technology bank,and probes into the current situation and shortcomings of the credit risk assessment of science and technology bank.The paper studies the risk factors that have important influence on the credit risk assessment of high-tech small and medium-sized enterprises in science and technology bank and the design of credit risk assessment system of science and technology bank.Finally,through the feature selection method to select and optimize many risk factors,the credit risk assessment index system of science and technology bank is constructed.On this basis,the credit risk assessment model of science and technology bank is proposed through the optimized BP neural network method.This paper extracts sample data from the internal credit report of a joint-stock commercial bank,and makes an empirical analysis of the credit risk assessment model of the bank,which solves the problem that too many risk indicators in the credit risk assessment model affect the accuracy of the assessment results.
