Regional and global economic development phenomena and various regional organizational models such as regional trade organizations,urban agglomerations,metropolitan areas,and urbanization emerging under the wave of globalization and regionalization have become research hotspots.The development of regional integration has made the world a more integrated society.However,it is affected by the level of technological and economic development in different regions,as well as the natural geographical barriers and the obstacles to administrative systems such as border control and;"fragmented economy"caused by national borders and regional administrative divisions.Cooperation governance,cross-border organizational development,and regional development differences have brought many issues worth exploring.Most of the existing regional researches follow the traditional theoretical perspectives of inter-governmental competition and cooperation,regional institution building,division of labor,agglomeration economy,and trade theory.The theoretical explanation can only explain one aspect of institutional behavior or economic behavior,and does not form a research system that integrates institution and economy.This paper believes that the development of urbanization and regionalization is essentially the boundary issue of economic development.It is not only an economic phenomenon but also an institutional phenomenon.Regional integration is a social construction activity based on economic development,with the purpose to enable the regional community members and the entire region to gain a competitive advantage in a regional field.The dissertation takes the field theory and institutional entrepreneurship theory as the main basic theories and proposes the concept of regional field.An important innovation point that is the match between the institutional boundary and the economic boundary is the core driving force for the development of the regional field.This dissertation also analyzes the internal Mechanism of the regional field formation and constructs the theoretical analysis framework of the regional field.Taking the Empirical cases study of the EU,the expansion of China's municipal district,the controversy between"enclave economic"and Administrative region merger,and the Beijing-Tianjin-Hebei urban agglomeration to analyze the regional field development.Finally,the relationship between transportation and regional field development is discussed.The main findings of this dissertation are as follows:(1)The difference of regional factor endowment and specialized division of labor are the basis for the professionalization of regional field under the Analysis of the micro-mechanism of regional field,and also the reasons for the rise of free regional market.External benefits have further promoted the development of regional field,and the institutional entrepreneurship of the regional field is an important means to break the natural or artificial segmentation of the region.The institutional entrepreneurship of regional field is to provide external institution supply for the exchange and cooperation of goods,services,personnel,and capital between regions in order to reduce economic transaction costs.It is essentially a construction of a regional market.The development of the region and the institutional entrepreneurship of regional field must also consider the objective reality of the level of economic and technological development in the region and the degree of inter-regional communication.The adjustment of the institutional boundary should be compatible with the economic boundary.That is why the diversity and differentiation of regional field organizational forms.The matching of the institutional boundary and the economic boundary is the core driving force for the development of regional field,and it is also the key factor that determines the competitive advantage of the regional field members and the overall regional competitiveness.(2)The high development of social interaction,expansion of economic boundary and changes in transaction costs are the triggers of institutional entrepreneurship of the regional field.Cross-border institutional arrangements and cross-border coordinated and administrative organizations often occur in areas where the frequency of interaction is highest and the transaction cost qualitative change.With the further development of cross-border communication,institutional entrepreneurship continues to deepen and expand,and more and more requirements for field rules have been stimulated.The foundation for institutional entrepreneurial cooperation can only be established and continued after carefully weighing of long-term costs and benefits.Institutional entrepreneurs realize the legalization of the new institutions by using their own capital and using a series of strategies to obtain various types of capital from stakeholders.Institutional entrepreneurship will lead to changes in the logic of field operations,the potential field strength relationships and the distribution of benefits.The evolution of institutional entrepreneurship has the path dependence feature,which makes the process of institutional entrepreneurship highly sticky.(3)There are four distinctive features,which constitute the characteristics analysis framework of the regional field:Firstly,participants interdependent to promote collective value creation is the development goal of field;Secondly,having a network of participants composed of specialized,complementary and co-evolving members;Thirdly,existing a unique governance system,which include authoritative institutions supporting task identification and allocation,decision-making and conflict resolution,members control rules,and task coordination mechanism for coordinating smooth operation of the field;Fourthly,sharing a common operational logic of the field which reflect in mutual awareness of the participants and the legitimacy of the field.The relationship of Institutional entrepreneurship,transaction costs,regional field development demonstrates the following views:even if the improved institutions cannot save the average of institutional transaction cost,but can reduce the transaction uncertainty that makes potential transactions into the real ones,causing the expansion of production and the development of specialized division of labor forms economies of scale,finally,reduce the transformation costs of commodity production and market transaction costs.The influence of institutional entrepreneurship on the social construction of regional field is also reflected in the increased level of the institution,resulting in a reduction of the uncertainty risk of trading and a growth of the real residual rate created by productive transactions(transaction residuals minus uncertain risk losses).The performance gains of individual transactions and the overall revenues of the regional field will increase.Therefore,as long as the increased institutional transaction costs can be effectively compensated by the economic transaction cost savings,the institutional entrepreneurship is meaningful.(4)In according to the theoretical research of the article,detailed case analysis of four different types of regional fields are presented,considering the construction of the EU field,the expansion of the municipal districts of China,the controversy between"enclave economy"and administrative region merger and the regional development of Beijing-Tianjin-Hebei urban agglomerations are the consequences of the contradictions between the development of the institutional boundary and the economic boundary.Essentially,it is the adaptive matching adjustment between institutional boundaries and economic boundaries.The expansion of the participants'network,the evolution of institutional entrepreneurship and the development of organizational governance system are the key factors in the construction of the EU regional field.The contradiction between individual interests and collective interests is the cause of the struggle of the members in the field.The establishment of a single large market,the enhancement of strength of EU countries and the competitive EU economy are the achievements of the collective value creation.Regional policies,cultural identity and sharing logic play an important role in the cohesiveness of the EU field.The adjustment of administrative division-"change county into district"caused the expansion of municipal districts is the inherent requirement of economic boundary development in the process of urbanization.The institutional differences between district and county and the development need for urban economies of scale and scope led to expansion of municipal districts,which is a kind of Pareto improving institutional adjustment.The"enclave economy"is a strategic choice to break the rigid constraints of administrative boundaries,seeking the room to maneuver for cross-border development and the overall development advantages of the regions.It is difficult to develop the Beijing-Tianjin-Hebei urban agglomeration field in the earlier period,because the field development has not really triggered the critical value for the adjustment of the cross-border institutions.In the later period,various contradictions are concentrated broke out and the institutional boundary needs to be adjusted urgently.The strongest main member-the central government took the active actions,making the depth and breadth of institutional entrepreneurship continue to advance.The dissertation suggests that developing transportation industry and other industries and fostering cultural identity to promote the development of the Beijing-Tianjin-Hebei urban agglomeration field.(5)The advancement of transport technology has continuously promoted the optimization and upgrading of transportation networks,thereby promoting the division of labor and collaboration and the expansion of economic and institutional boundary of the field.The development of regional fields and transportation promote mutually.The regional traffic policies of the EU and China's three major urban agglomerations have promoted the development of regional transportation networks.An empirical comparison of the impact of high-speed railways on Beijing-Tianjin-Hebei and Yangtze River Delta regional development found that the effect of high-speed railway on urban economi'c development in different regions is influenced by the factors of the city itself and the region in which the city is located,showing different effects.The empirical analysis results show that the high-speed railway has positively promoted the population growth rate of the Beijing-Tianjin-Hebei and Yangtze River Delta urban agglomerations,but the positive effect on Beijing-Tianjin-Hebei region is greater than that on the Yangtze River Delta region.The high-speed railway is positively promoting the per capita GDP growth rate of the Beijing-Tianjin-Hebei urban agglomeration,yet the effect on the per capita GDP growth rate of the Yangtze River Delta urban agglomeration is uncertain.The high-speed railway is positively promoting the two industry location quotients of both regions and the effect is basically the same.The influences of the three industry location quotients both present the weak negative effect.
