Relationship Analysis And Governance Of Core Stakeholders In Railway Construction Projects

With more countries response of one belt and road initiative and the continuous promotion of the going out strategy of China's railways,the number and the complexity of the railway construction projects at home and abroad are increasing day by day.And the relationship among the stakeholders in railway construction projects is even more complicated and confused.Therefore,on the premise of respecting the interests of all parties,it is of great practical significance to explore the deep-seated mechanism of stakeholder-stakeholder interaction,improve work efficiency,integrate engineering resources and reduce operating costs through coordinated action.Based on the reality of railway construction project management in China,with the help of stakeholder theory,evolutionary game theory,influence matrix and co-evolution law,this research explores the deep-seated evolutionary mechanism of the core stakeholder behavior through macro and micro analysis.Firstly,with the help of simple factor analysis method,the relationship types of the various stakeholders in railway engineering construction projects are analyzed.And four phase comprehensive quantitative method is used to identify the core stakeholders in railway construction projects.Stakeholder alliance in project implementation is a complex dynamic evolution system and game process.Therefore,On the basis of time series analysis of a series of typical railway construction project cases in China,the Mitchell stakeholder significant model is used to design questionnaire in terms of three-dimensional on power,profit and risk.Then Wilcoxon symbolic rank test and Friedman rank sum test are used to identify the core stakeholders in this study.Subsequently,the complexity,adaptability,and diversity of evolutionary paths and emergence of system structure in the stakeholder operation system of railway engineering project are revealed and described by means of system analysis.Secondly,with the help of social network analysis(SNA)method,the relationship matrix of core participants is constructed based on the actual data of cooperation between owners and contractors and emergence of contractor consortium in new railway construction projects from 1999 to 2016.Moreover,according to the network characteristics of the core stakeholders in different stages,the three aspects on subject-relationship-structure is analyzed by using UCINET software so that we can find the macro-law of the evolution of the core stakeholder relationship.Furthermore,the countermeasures and schemes of stakeholder governance are summarized.Then,considering the adjustment of the national macro-policy and the change of the construction market environment in the course of the construction of railway projects for many years,the intrinsic mechanism and dynamic mechanism of system evolution in railway construction projects are deeply explored.Comparing with the traditional bidding results of railway construction projects,cooperative analysis of evolutionary game,complex network analysis and multi-agent simulation are introduced in this research to analyse the dynamic evolution mechanism of core stakeholders.Firstly,the evolutionary game model and replicate dynamic equation are used to explore inner mechanism of the cooperation between owner and contractor,and the key factors affecting the evolutionary behavior of owners and contractors are identified by computer simulation.Secondly,the public game model based on complex network is used to analyze the competitive and cooperative behaviors among contractors.Furthermore,the effects of different parameters on the comprehensive effectiveness of strategic alliance are obtained.Finally,on the basis of comprehensive analysis of macro-structure evolution and micro-behavior change of core stakeholder relationship behavior,the governance mechanism of key stakeholders in railway construction projects is proposed.Guided by the concepts of win-win cooperation,risk sharing and teamwork,some control measures are put forward,such as narrowing and strictly defining the scope of construction projects that must be tendered,relaxing the scale standard,exploring how to determine the constructor or general contractor through competitive negotiation and trying the mode of partnership agreement.In addition,according to the actual development of PPP,a partnership agreement model suitable for railway engineering projects from the perspective of investment and financing is established in this research.In order to ensure the successful implementation of the mechanism,the following aspects,such as the gradual reality of exploration,laws and regulations and policy environment,as well as the benefit distribution and compensation mechanism and other external conditions are discussed.This is an important link in the transformation and implementation of research results into practical applications.
