Poverty is a worldwide problem and a hot issue in the process of China's economic and social development.After years of unremitting efforts,China's poverty reduction achievements are remarkable.But China still faces the arduous task of getting rid of poverty.Guizhou's poverty problem has a certain representativeness.As poverty alleviation and development enters a new stage of “precise poverty alleviation”,the reality of the transformation of poverty alleviation,the weakening effect of poverty alleviation funds,and the existence of intractable poverty require us to empower the poverty-stricken areas from the perspective of endogenous development.Industrial development is the fundamental way to achieve hematopoietic development and consolidate the results of poverty alleviation.In this context,this paper starts from the current poverty situation and industrial development in Guizhou,summarizes the causes of poverty problems.And,this paper believes that the lack of industrial development capacity is the main reason for poverty.The measurement model is used to further analyze the poverty reduction effects of the three industries and sub-sectors.It is found that the contribution of different industries in increasing rural residents' income is inconsistent and the difference is large.Therefore,this paper believes that the solution to rural poverty needs to be achieved through good industrial development,and innovatively puts forward the theory of industrial choice with the goal of improving poverty.It is considered that the industrial sector that is compatible with the factor endowment,has a large market demand,has a good industrial role,and can promote the increase of income to a certain extent has a positive effect on poverty reduction.On the basis of this,we draw on the theory of synergy and the theory of input and output,and put forward the methods of measuring industry and factor adaptation,market potential and market competitiveness,industrial linkage and agricultural income promotion.The two-dimensional preferred model constructed by combined exponential model and DEA model is used as the quantitative method for industrial selection.Then the qualitative analysis methods complement the industry selection results.It supplements the theoretical results on poverty reduction and industrial selection.According to the discussion of the theory and method,the key industries for reducing poverty in Guizhou are choosen: primary industry;food,wine,beverage and tobacco manufacturing;textiles,clothing,shoes and hats,leather,down and its products manufacturing;non-metallic mineral products;communications equipment,computer and electronic equipment manufacturing;construction;wholesale and retail trade;transportation,warehousing and postal services;accommodation and catering industry;resident services,repairs and other services;tourism;Chinese medicine industry.On the basis of fully analyzing the results of industrial selection,it analyzes the investment spillover effects and employment spillover effects of the inputs of selected industrial sectors on other sectors,to observe the contribution of these key industries in the process of economic development and poverty alleviation in Guizhou.Finally,based on the results of industrial selection and spillover effects analysis,the corresponding policy recommendations are proposed.
