With the development of information technology and the integration of information and industrialization,information resources is more and more important in the development of enterprises.Enterprise information resources have the efficiency of improving the production,operation and decision-making.It also has significant economic value.The utility value of information resources refers to the added-value of management benefits and economic benefits by the enterprise during the operation of the enterprise by optimizing the organization and management of information resources.In the information age,improving the utility value of enterprise information resources is one of the most effective means to enhance the core competitiveness of enterprises,and it is the core issue of the organization and management of enterprise information resources.It is different from the emerging modern large-scale enterprises based on information technology such as cloud computing and big data that some traditional large enterprises concentrated in the industrial fields such as energy and manufacturing.They are restructured from state-owned enterprises under the traditional planned economy.Its informationisation has its own unique historical development track and organizational management characteristics.This kind of enterprise information resources is huge,and with the rapid development of enterprise development,it has the characteristics of complex organizational structure and a large-scale number of operational data information interaction integration.They are generally weak in informational top-level design,overall planning,efficiency of information resource organization management,imperfect evaluation mechanism,non-uniform business standards,multiple vertical independent systems of heterogeneous platforms,low degree of collaborative management,and insufficient the data sharing.These issues affect the value of the use of information resources.Traditional large-scale enterprises can effectively promote the utility value of information resources by strengthing the organization and management of information resources.Based on the in-depth study of existing literature and the status quo of traditional large-scale enterprise information resource organization management and application,this paper constructs a large-scale traditional enterprise information resource organization management utility value contribution model and evaluation index system.This paper evaluates the case enterprises with universality by using the evaluation index system,and analyzes the common problems in the application of information resources organization and management in traditional large enterprises.Furthermore,for the main problems of information resource management,data organization and information application,this paper studies the methods to improve the utility value of information resources of large-scale enterprises:constructing integrated collaborative management mechanism of information resources,optimizing the organization of information resources,and implementing information resource push strategies.Finally,the research in this paper is of great significance to enhance the utility value of traditional large-scale enterprise information resources and improve the core competitiveness of traditional Large-Scale enterprises.The main research work and innovative achievements in this paper include:(1)Based on the literature research on information resources organization and management and the utility value evaluation method,this paper builds an appraisal model to evaluate the information resources utility value contribution degree of traditional large-Scale enterprises.An evaluation index system of utility value contribution degree of organizational management,including six first-level evaluation indicators,fifteen second-level evaluation indicators,and forty-three third-level evaluation indicators is built in this paper.Based on the analytic hierarchy process and fuzzy comprehensive evaluation methods,this paper measured the utility value contribution of information resources organization and management of enterprises with typical representative cases of traditional large-scale enterprises,and verified the effectiveness and practicability of the evaluation system,also discovered and analyzed the problems of the low level of information system collaboration,the non-standard organization of information resources and the lack of application means of information resources in traditional large-scale enterprises.(2)Based on the problems of large-scale enterprise information reuse,poor system integration and poor data quality and low quality of data,this paper proposed a collaborative management framework of information resources and brittleness prevention mechanism based on network environment an information resource,and designed a platform for information resources collaborative management applicable to traditional large-scale enterprises,and realized the overall management of the enterprise data assets,and improved the collaborative application and sharing capabilities of enterprise platforms,and also improved the quality of data.For the traditional large-Scale enterprises in China,these optimization designs and improvement schemes can improve the information resource management methods and promote the continuous promotion of the value of information resources.(3)According to the present situation of low management degree of heterogeneous platform in large-scale enterprises,poor design of top-level organization and insufficient sharing of information resources,this paper optimizes the organization method of information resources for traditional large-scale enterprises,including the information resource directory system,classification coding and metadata to optimize the design.These optimization designs can improve the classification and organization method of information resources of traditional large-scale enterprises in China,and effectively eliminate the defects in the top-level design of information resources of traditional large-scale enterprises,and achieve the unity,scientificity and rationality of enterprise information resources architecture.These designs can also eliminate the islanding problem of heterogeneous platforms,and enhance the utility value of information resources.(4)In view of the shortage of the application degree of the traditional large-Scale enterprise information resources,this paper studies and optimizes the design of the collaborative filtering recommendation strategy of the traditional large-scale enterprise information resources,designs and perfects the method of the enterprise user business requirement to capture the information requirement actively,and puts forward an improved information recommendation based on the hesitant paste preference information.The method can enhance the recommendation efficiency and service level of information resources,thereby enhancing the utility value of enterprise information resources.
