A Research On Space-time Evolution Of Shanghai's Industrial Transfer Of Enterprises With Different Ownership

The transfer of industries is referred to an economic process of some industries'inter regional transfer due to the change of resource supply or demand conditions.The industrial transfer has a far-reaching impact on China:On the one hand,with China's economic growth and industrial structure upgrading,the industrial transfer is the key point of regional industrial upgrading,especially to the manufacturing industry;on the other hand,the transfer and the undertaking areas of industrial transfer can promote the development of key industries,which constitute the new advantages of Industrial development,thus promoting regional industrial collaboration development and having a profound impact on China's economic development pattern.As an international metropolis and the center of the Yangtze River Delta,Shanghaishouldersa series of major development missions including deepening the reform and opening up,serving China and promoting regional integration.In this paper,thespace-time evolution of Shanghai's industrial transfer is analyzed from the perspective of the area where industry transfers out,which has certain representativeness and practical significance:Firstly,the historical background of Shanghai as a manufacturing powerhouse determines the typicality of industrial transfer;Secondly,Shanghai has reached the final stage of industrialization and will develop towards post-industrial society by undertaking the transfer of global manufacturing,which determines its leading role of industrial transfer;Thirdly,the scarcity of space resources in Shanghai and the industrial structure adjustment object of 'innovation driven,transformation and development' determine the urgency of industrial transfer.In the dual role of government regulation and market factors,many labor-intensive and low value-added industries in Shanghai are shifting to other areas.Under this background,this paper focuses on the research of Shanghai's industrial transfer to other domestic areas,in order to find out space-time evolution of Shanghai's industrial transfer,as well as enterprises' motivation and demand in the transfer process,hoping to promote orderly transfer of industries in Shanghai,form an organic combination of self-promotion and radiation to surrounding cities,form an organic combination of Shanghai's industrial structure adjustment and Trans regional industry integration and regional industry linkage,overall market competition and government guidance to the incentive mechanism of the regional industry transfer,thus providing effective basis for the practice.From the angle of the city,through the analysis on the evolution of Shanghai city's location,spatial structure,industrial structure,this article makes a research about the macro trend and characteristics of Shanghai's industrial transfer,which based on the aboving background,providing realistic basis and giving practical suggestions for Shanghai to optimize the industrial structure,enhance city functions through the transfer of industry.From the business perspective,this article explores different ownership enterprises'space-time evolution in the process of Shanghai industrial transfercombining China's national conditions,which help Shanghai to provide targeted and feasible policy recommendations with industrial transfer for developing business development and service strategy.On this basis,through the comparative study,the key areas and key industries are further analyzed.This paper is divided into nine chapters,mainly by the introduction(Chapter I),the theory and reference(the second to the third chapter),the empirical analysis(the fourth to seventh chapter)and the conclusion(eighth to ninth chapter).The first chapter is prolegomenon introducing the background,object,significance,and method of the research,with a brief overview of research ideas,frame content,research methods and innovations;The second chapter is a review of study mainly about the basic theories such as location theory,gradient transfer theory,new economic geography theory,industry life circle theory and so on,as well as a review of industrial transfer research;The third chapter is the mechanism of industrial transfer and analysis model,which makes a systematic analysis of the general mechanism of the orderly industrial transfer and the positioning of regional central cities and the industrial transfer behavior of different ownership enterprises are further focused to construct the research framework of this paper.In addition,the basic characteristics and experiences of other international metropolis' industrial transfer are expounded;The fourth chapter is the study on Shanghai industrial transfer's evolution background and characteristics,which reviews the historical evolution of Shanghai's industrial development from the macro level,and summarizes the characteristics of Shanghai industrial transfer through empirical analysis;The fifth to seventh chapterchooseforeign enterprises,state-owned enterprises,private enterprises as the research objectrespectivelyfrom the micro level,combing the development process of the enterprise,and relying on the business registration data acquisition and analysis system of the Shanghai enterprise investing outside the city to analyze the evolution trend and motivation modes,and by using the method of case analysis and questionnaire survey,to study micro enterprises' behavior and policy requirements in the industrial transfer process from the point to the surface,finally in order to provide direction for Shanghai government to service enterprises and promote the orderly transfer of industries;The eighth chapter is comparative study and policy suggestions,the enterprises of different types of industrial transfer behavior were compared,and the manufacturing industry in Shanghai and the key areas of the transfer is analyzed based on the district entropy,and put forward some policy suggestions;The ninth chapter is the basic conclusions and research prospects.In a word,this article discusses the evolution mode,mechanism,trend and regularity of temporal and spatial transfer of industries in Shanghai starting from different types of ownership enterprises,based on the analysis of overall situation of Shanghai's industrial transfer,in order to provide a new research perspective for revealing the "China situation" industrial transfer under the background of global"space compression".The following conclusions are drawn from the analysis of each chapter:(1)From the theoretical point of view,industrial transfer is a complex systematic project,involving many aspects,and the study of its spatial and temporal evolution must be carried out on the basis of multi-disciplinary response.(2)From the angle of mechanism,the transfer of industry will fall on the transfer behavior of micro enterprises finally,government and market mechanism influence and guide the transfer behavior of enterprises to deepen economic ties between regions,promote the rationalization of regional labor division and narrow the economic disparities between regions.Through the government and the market mechanism to promote the orderly transfer of metropolitan industry,not only can optimize the industrial structure of the city,but also play a leading role as the central city.(3)From the angle of the marco situation,with the upgrading of national strategies about regional development and industrial structure,Shanghai industrial transfer has become an important way to upgrade Shanghai's city function and industrial structure,presenting a series of new features:the transfer of the property is no longer limited to the low-end industry,the regional scope is broader,and the linkage effects of governments,enterprises continue to strengthen.Orderly transfer of industries in Shanghai,will be better to achieve easing the city's non core functions,serve the overall situation of the Yangtze River Delta regional integration,while playing a radiating and model role in China.(4)From the empirical point of view,the pace of Shangai's industrial transfer is steadily accelerating,and the gradient feature of Shanghai industrial transfer is obvious,presenting the circle type diffusion characteristic of 'from the near to the distant' which takes Shanghai as the center,mainly concentrated in the Yangtze River Delta region,especially in Jiangsu and Zhejiang and Jiangsu prefers to undertake manufacturing,while Zhejiang prefers to undertake leasing business services.Due to the difference in ownership,there are individual differences in the transfer motivation,needing to match different policies:the industrial transfer of foreign enterprises in Shanghai is mainly affected by the expansion of the scale and cost savings and other factors;the industrial transfer of state-owned enterprises in Shanghai is affected by the market expansion,cost saving,function integration and policy driven factors;private enterprises in Shanghai transfer in order to save costs,with expanding the market as a supplement.At the same time,in the choice of the transfer mode,the industrial park has become the priority choice.(5)From a policy perspective,this article focuses on three aspects from areas,industry and enterprise level:the construction of regional policy and top-level mechanism,strengthening guidance to the transfer of industries,and protecting the interests of enterprises,which is based on three levels of areas,industries and enterprises.According to the requirements of the mechanism of the orderly industrial transfer,we should make efforts to strengthen key areas of Shanghai's industrial transfer,especially Jiangsu and Zhejiang,and put forward the effective and operable development strategy,so as to lay a solid foundation for the orderly transfer of industries in Shanghai.
