Technological innovation is the source of the core competitiveness of enterprises and the key factor to promote economic growth.Technological innovation efficiency refers to the transformation efficiency of input and output of each factor in the process of R & D,and it is the main measure index of technological innovation ability.At present,all provinces in our country attach great importance to the competitiveness of the region,and technological innovation is the most critical factor to enhance regional competitiveness.Industry determines the speed,scale and level of the modernization of the national economy.It plays a leading role in the national economy of our country.The industrial economy includes two largest economic subjects of the state-owned economy and the private economy,and the technological innovation of the state-owned economy and the private economy directly affects the status of the local competitiveness in the country and even in the world.The state has been making great efforts to develop state-owned industrial enterprises,constantly exploring the reform of state-owned enterprises,and has been in the stage of development;the status of private enterprises in China's national economy is becoming higher and higher,and more than half of the population of China is burdened with the rapid development.Analyzing the efficiency of technological innovation of state-owned industrial enterprises and private industrial enterprises is very important for enhancing regional competitiveness.Tianjin is an important birthplace of China's modern industry.As an old industrial base in China and an important industrial city in China,Tianjin has developed into a major economic center in the north of China and an economic center around Bohai.Based on the perspectives of state-owned industrial enterprises and private industrial enterprises in Tianjin,this article describes the research background,purpose and significance of the research,domestic and foreign research status analysis,thesis research methods and the innovation of this paper,and elaborates state-owned industrial enterprises and private enterprises in Tianjin.The Importance of Technological Innovation Efficiency of Industrial Enterprises to Their Own Enterprises and Tianjin 's Regional Competitiveness.The second part analyzes the related theories of technological innovation efficiency,namely,the theory of technological efficiency and modern innovation theory,laying the foundation for the theoretical significance of this paper.Through the third part of the introduction of technical efficiency model construction and index selection,this article selects five input indicators: full-time equivalents of R&D personnel,internal expenditures of R&D expenditures,high-end talents input from Shuobo,policy-supporting funds,production and management equipment and other asset expenditures.The variables selected for the innovation output indicator include the number of patent applications and sales revenue of new products.And this article considers the hypothesis of lagging for one year,that is,using the input indicators of the previous year,the output indicators of the year are empirically studied.This section builds on the empirical part below.Through the fourth part of Tianjin's state-owned industrial enterprises and private industrial enterprises' R&D status analysis and analysis,on the basis of understanding their R&D status in 2011-2016,analyze the current status and reasons,and pave the way for the analysis of upgrade path below.The fifth part uses the Malmquist index method of the DEA empirical method to analyze the changes in total factor productivity of state-owned industrial enterprises and private industrial enterprises in Tianjin from 2011 to 2016.It is found that the total factor productivity of state-owned industrial enterprises and private industrial enterprises in Tianjin is the first After the rise and fall,the total factor productivity of private industrial enterprises in Tianjin is higher than that of state-owned industrial enterprises.Using the CCR model in the DEA method to analyze the technological innovation efficiency of state-owned industrial enterprises and private industrial enterprises in 2016 respectively,it was found that Tianjin's state-owned industrial enterprises ranked among the state-owned industrial enterprises in their technological innovation efficiency and that private industrial enterprises in Tianjin were The status of technological innovation efficiency in private industrial enterprises nationwide lies ahead.Decomposition and evaluation of the CCR model found that R&D personnel redundancy,R&D funding redundancy,government-supported funding redundancy,high idle rate of production and operation equipment,and insufficient number of patent applications and new product sales revenue affect Tianjin's state-owned industry The main factor of low technological innovation efficiency of enterprises is that there is no redundancy in the talents of Shuobo,which shows that the talents of Shuobo are fully utilized,which also indirectly shows the lack of investment in human resources.The technological innovation efficiency of state-owned industrial enterprises in Tianjin has the problems of diminishing returns to scale and low resource utilization.Expanding the scale will lead to a decrease in marginal revenue,and it should no longer be expanded.Efforts should be made to increase the efficiency of resource allocation.However,Tianjin's private industrial enterprises have higher technological innovation efficiency,and they are in the constant stage of scale returns.The marginal revenues of scale expansion remain unchanged,and the allocation of scale resources is relatively reasonable.The output rate is relatively high.The insufficiency lies in the shortage of resources.The sixth part is based on the empirical results and description of R&D status,and seeks ways to improve the efficiency of technological innovation,including fixed assets and market information for R&D personnel,funds,high-level talents,government subsidies,and equipment for Tianjin state-owned industrial enterprises and private industrial enterprises.Other aspects have established a series of promotion paths,which provide theoretical guidance and decision-making reference for improving the efficiency of technological innovation of enterprises and formulating relevant policies by the government.
