Abstract/Summary:
With the development of economy and social civilization improvement,multiple functions of the city gradually,city land use also appears diversity.But different subjects and different industries and different land use efficiency.If the economic benefits of higher location layout area of low industries,will greatly reduce the efficiency of land,and may hinder the optimization of city industrial structure,industrial layout will be opposite if higher economic benefits in the areas of poor location,it may increase the cost of the same industry,is not conducive to the rapid development of industry.Therefore,the rational use of urban land,orderly transfer can promote the rational changes in the industrial structure of the city,is conducive to the optimization and upgrading of industrial structure,and urban land prices is an important factor in regulating the structure of land use.However,the socialist nature of our country determines the "urban land owned by the state",so the urban land has a certain monopoly nature,the local government has the absolute dominance of land transfer.The attribute of the right of leading causes the local government to have the obvious motive characteristic in the process of urban land transfer.First of all,the local government urgently seeking revenue way to ease the financial gap,because the state-owned land property and land revenue to the local "exclusive",the local governments have a strong motivation for the uplift of the land finance,land transfer price,leading to abnormally high prices,rising factor costs of social problems.Secondly,the current local government officials in China’s evaluation and promotion mainly by superior government,and to a great extent and the level of local economic development association,the local government officials have a strong "economic"motivation,due to short-term economic effects of industrial enterprises is more obvious,so the local government will attract foreign enterprises to enter the land resources,competition in the end "phenomenon" even in the industrial land,reducing land use efficiency,is not conducive to the development of the third industry.In the above background mechanism,this paper takes the city land price and city industrial structure upgrading relations as the starting point,combined with the city land,land finance and city industrial structure change theory,to explore the different purposes and different degree of economic development area of city land price changes and changes in the industrial structure,and the relationship between the two who,and analyzed the influence mechanism of local government "land finance" and"economic motivation goal" motivation on the relationship between the two.Then,the paper analyzes the process of urban land price and the evolution of industrial structure with the example of Wuhan city.Through the selection of our country since 2004 105 city data,5 provinces in the central region of 69 prefecture level city data,using descriptive statistics and panel data model and spatial panel data model,Arcgis space map display,geostatistics,Hedonic the hedonic price model analysis method,draws the following conclusions:(1)China’s urban commercial land,residential land and industrial land prices are rising year by year.The highest premium commercial,industrial land price lowest;auction land price is significantly higher than that of the agreement transferring price;there was a significant difference in land prices in China’s six regions,the more economically developed areas of land price is high.Transfer of land from the agreement to "shoot",three factors of land finance and urbanization to promote urban land prices.Since 2004,the proportion of the primary industry and the second industry of our country has been slow to decline,the proportion of the economy of the third industry is on the rise,the industrial structure has been upgraded obviously,but there are differences among the regions.Urbanization,economic development and rising demand for people,technological progress is to promote the upgrading of the industrial structure of the city.The local government adopt different land transfer behavior,namely through the promotion of commercial and residential land prices and reducing the price of industrial land to promote the upgrade of industrial structure of the city;the rise of commercial land and industrial land prices,will promote the third industrial output increased,but reduced the second industry and the first industry,is conducive to the industrial city the upgrading of the structure.After the upgrading of the industrial structure of the city,the local government will reduce the area of industrial land transfer,but the increase in commercial and residential land supply,the results of this paper is not accurate conclusions.The land price has different effects on the characteristics of the regional industrial structure upgrading city,in economically developed areas,commercial land prices rise to facilitating the upgrading of the industrial structure,industrial land price rise effect on the upgrading of industrial structure is not obvious,but in the general area of economic,commercial land and industrial land price rise can promote the upgrading of industrial structure in underdeveloped economy area,commercial land price rise does not effectively promote the upgrading of the industrial structure,industrial land price rise can significantly promote the upgrading of industrial structure.(2)as a whole,the coupling degree and coupling coordination degree of urban land price and industrial structure upgrading in our country are on the rise,and have reached the state of high coupling and high coordination in.2008 years ago,led by industrial upgrading,land prices lag,land prices in 2008 led,industrial upgrading lag.The more developed cities,the degree of coupling and coordination is slightly higher,but with the general economic and economic development of the city is very small.It is concluded that the urban housing price has a significant positive influence on the coupling degree and coupling coordination degree between the land price and the upgrading of the industrial structure.Local fiscal expenditure has a positive influence on the coupling degree and coordination degree between commercial land price and industrial structure upgrading,but the coupling degree between industrial land price and industrial structure upgrading...
