With the vigorous promotion of the national innovation-driven strategy,the creation,management,utilization and protection of intellectual property rights play an increasingly prominent role in supporting scientific and technological innovation.In September 2014,when Premier Li Keqiang attended the Summer Davos Forum,he put forward the concept of "mass entrepreneurship and mass innovation" for the first time,and later wrote it into the 2015 government work report,emphasizing the need to actively promote supply-side reform and strengthen the protection of intellectual property rights in key links and key areas.On September 7,2015,the State Intellectual Property Office and other five departments issued the "Opinions on Further Strengthening the Use and Protection of Intellectual Property Rights to Promote Innovation and Entrepreneurship",and proposed that we should constantly improve the intellectual property service support system,implement and strengthen incentive policies,strengthen the construction of various training conditions,promote the operation of intellectual property and guide the upgrading of industries.And so on,further release the vitality of innovation and entrepreneurship.Colleges and universities are the source of scientific and technological innovation,and enterprises are the main body of scientific and technological innovation.Creating the pattern of innovation and entrepreneurship with the cooperation of industry.University and research puts forward higher requirements for the intellectual property work of colleges and universities,which is embodied in the promotion of the level of intellectual property creation and the transfer and transformation of scientific and technological achievements.First of all,colleges and universities need to strengthen the original innovation in the frontier fields of science and technology,cultivate high-value patents with market prospects;strengthen the process management and layout of intellectual property rights,improve the efficiency of scientific research;encourage college students to innovate and entrepreneurship,and stimulate the creative vitality of intellectual property rights.Secondly,the transformation of intellectual property rights in universities is the inherent requirement of innovation.As the distributing center of scientific and technological information and subject information resources,University Libraries shoulder the important task of scientific research support.It has abundant patent literature resources,advanced patent management and analysis platform,as well as professional information personnel.It has a strong advantage for technical innovation guidance,patent service and the docking of industry,University and research.At the end of 2016,the State Intellectual Property Office promulgated the Regulations for the Administration of Intellectual Property Rights in Colleges and Universities,pointing out that colleges and universities can set up intellectual property service institutions in libraries,undertake patent navigation services for major scientific research projects,undertake patent information utilization training,patent literature collection and mining,patent promotion and transfer,etc.Based on this,this paper studies patent mining in University Libraries under the double innovation environment.A semantic based patent literature resource mining algorithm is proposed.Patent content mining and analysis is the core step of patent mining service and the most difficult process step.It needs semantic mining technology and high-quality librarians as the guarantee.A patent text mining method based on domain ontology is proposed.Firstly,Wikipedia is used as the source of concept and concept relationship of computer domain ontology,and the relationship between concepts and their attributes is automatically acquired by means of JWPL tools,thus the computer domain ontology is constructed.With the help of ontology network hierarchy,density attributes and concept attributes a concept semantic similarity calculation method based on domain ontology is proposed.The concept of similarity between patents is calculated by spectral clustering,and the concept of user query is extended by ontology reasoning.Based on this concept,the patents text Resource Recommendation Algorithm(ASCB)is proposed.The patents text resource is recommended by users through ranking the recommendation degree.Experimental results show that the algorithm can effectively recommend users.Aiming at the characteristics of dual-creation mode of patent mining service in University library,this paper mainly analyzes the constituent elements of patent mining service in University library,and completes the construction of patent mining service mode based on the relationship between elements and the support of external environment of dual-creation system.It includes patent mining service mode embedded in the whole process of scientific research innovation,entrusted patent mining service mode oriented to enterprises,active push patent mining service mode oriented to scientific research management,and collaborative patent mining service mode supported by face-type decision-making.The four modes interact and complement each other in the external environment of the system,and helping maintain the balance between the two systems.
