In May 2016,the State Council issued the "Outline of the National Innovation-Driven Development Strategy ",pointing out that innovation driven development is a major strategy for the future,scientific and technological innovation must be placed in the core place of our national development,let it be the top engine of the development,showing that the country has upgraded the management and development of scientific and technological achievements to the national strategic development level.Under the environment of Web 2.0,the popularization of technology and the improvement of social informatization,the related resources of scientific and technological achievements have increased raidly on the Internet,and the information has many characters such as diversify,multi-media,time and geography crossing.The information content is changed from static to dynamic,the information elements are nonlinear,multidimensional and ibzziness.Faced with a large number of heterogeneous resources,not only the organization of information based on principle and order principle are important,to be aggregated is much more urgently,so as to facilitate access to users.Therefore,this paper puts forward the topic of "multi-dimensional aggregation research based on BIBFRAME",which aims to promote the knowledge development and utilization of technological achievements.According to the theory of "theory-model-empirical",The paper takes the scientific and technological achievements resources as the research object,uses the BIBFRAME framework as the semantic description standard,uses the multi-dimensional aggregation as the main means,uses the oiganization knowledge,the related data and the related theory,reveals the internal knowledge object and the relationship between knowledge and objects,through the multi-dimensional aggregation of massive,multi-source,heterogeneous and distributed scientific and technological achievements to reorganize the organization as a new organie whole,to meet the individual needs of users.The main research contents are as follows:(1)Through the investigation and analysis of the types,distribution and utilization of technological achievements resources,the concept,connotation,extension and application of current scientific and technological achievements are discussed,and the problems are summarized.(2)Apply BIBFRAME to scientific and technological achievements and research its application paradigm.(3)Semantic mopping of DC,MARC,RDA metadata sets and BIBFRAME.Under the implementation of BIBFRAME rules and constraints,realize the interrelated of various types of resources and their attributes,ultimately,provide semantic services based on the related knowledge.(4)By means of the acquisition of technological achievements and the data described by related entities,create scientific and technological achievements associated data with the use of D2R linked data tools.(5)According to the design of scientific and technological achievements multi-dimensional aggregation program to carry out empirical research.Based on the title information of CNKI,the paper uses both the direct and indirect aggregation transformation modes to describe the technology resource report,and ontology description language OWL was used to descript language of BIBFAME,and make the above two modes realize its form And the content of the integration of science and technology report to achieve the content of knowledge and objects of knowledgeThe management of scientific and technological achievements is not only related to whether the technology can really integrate into the main battlefield of economic construction,but also related to the innovation ability of different parts of the social.Therefore,how to integrate the massive,diversified and heterogeneous scientific and technological achievements resources by the aggregatio?method has important theoretical and practical application value.Based on the theoretical basis of BIBFRAME,this paper studies the semantic description mechanism,the creation and publication of the related data of scientific and technological achievements resources,which can realize the standardized description of information resources,the deep integration of semanticization and the depth of knowledge.Improve the use of scientific and technological achievements in the value of resources significantly.And in a certain degree,solve the scientific and technological achievements resources "massive","multi-souree","heterogeneous" and "distributed" issues.
