That study aims to describe and analyze the views of participants on the role of public schools in inculcating ethical values in Pakistan.Under the circumstances,there is widespread concern about the collapse of family structure and the decreasing family role as agents of socialization to create a better and just society,there is a dire need that school should take its role as an important agency to develop moral reasoning among students.The practice of materialistic idea of life and the increasingly negative role of the media has contributed to the collapse of nation ethically.A qualitative method was used to investigate the opinion of various participants towards ethics,morality ethical learning,and institutional role,namely students,parents,teachers,and institution administrators.The sample includes 12 teachers,16 students and 6 institution administrators and 8 parents.These data were collected through four group discussions with students and teachers,and a series of in-depth personal talks with parents and institutional administrators.The data collection period was extended by three months.The conceptual framework used in that study is supported on social learning theory highly-developed by Bandura(1991,p91)The soul idea behind using this theoretical model is that acquisition of moral behavior is same as any other behavior which is based on observation and vicarious learning.The survey results show that adults generally rely on that school need to seriously reconsider their functions as place of learning to acquire moral behavior.Their views on the way they should be practiced on using role modeling and dialogue within institutional settings and the strategies used are more student-centered and based on case-study discussions.Adults has strong opinion that there is need to initiate a kind of moral education program directly with true spirit towards implementation.However,students recognize indirect and activity based method through hidden courses to help them understand and internalize ethical values more effectively.The focus should be given on the role of the teacher.There is need to launch a training program for teachers to clarify moral education traits and improve their communication skills to practice in school setting.Based on the results of the survey,guidelines has been developed to devise and implement a moral education program at the public school level.
