The report of the 19th National Congress of the Communist Party of the People's Republic of China made an important strategic arrangement-to accelerate the building of an Innovative Country.At present,mass entrepreneurship and innovation in China is continuously developing toward wider range,higher level,and greater depth,therefore,to cultivate innovative and entrepreneurial talent is the crying need of the Implementation of the National Innovation-Driven development strategy and the promotion of improving the quality and efficiency of the economy.The cultivation of talents depends on education,and,in the meantime,innovation and entrepreneurial education is not just only the urgent need of the Party and the State,but also promotes the improvement of individual quality.Sufficient integration of solving students'ideological problems and practical problems is the innovative point of the New Era's theory and practice of ideological and political education.Currently,with the further implementation of the education concept,that all-staffed,overall process,and omni bearing,of ideological and political education,which is proposed by General Secretary Xi Jinping,it is important to achieve the integrated development of innovation and entrepreneurial education and ideological and political education.Depending on this question,the Ministry of Education of the People's Republic of China has made frequent efforts.In 2017,Department of Ideology and Politics of the Ministry of Education emphasized that innovation and entrepreneurial education should play a important role in educating people from practice dimension.In 2018,Department of Higher Education of Ministry of Education stressed that the close integration between innovation and entrepreneurial education and ideological and political education should be promoted.In the Ministry of Education's work highlights for 2019,it emphasized again that deepening the reformation of innovation and entrepreneurial Education in colleges and universities,and the launches of Youth's Red Dream-building Tour activities,in order to teach the largest National Ideological and Political course and the Innovation and Entrepreneurship course.The integrated development of ideological and political education and innovation and entrepreneurial education pays attention to the problem of Educate People of the innovation and entrepreneurial education.Through the display of the consciousness of Educate People,the Chinese Spirit can be injected into the innovation and entrepreneurial education,in order to let innovation and entrepreneurial education to pass on the Red Gene,to be embodied with the Chinese characteristics,and to contribute the Chinese solutions.In addition,the ultimate realization of the State's wills successfully transfer into individual thoughts and actions is the bounden mission of ideological and political education and the vulnerable spot of current innovation and entrepreneurial education.The proposition of comparative ideological and political education makes the development of ideological and political education in China possess a world perspective.With depth fusion of innovation and entrepreneurial education and ideological and political education,the comparison on disciplines of ideological and political education is required to use the basic standpoints,views and methods of Marxism to explore the typical experience of foreign talent training and at the same time,to highlight advantages of the discipline,to critically examine ideology of the process of foreign education,to deeply analyze reference of foreign experience,to better serve the education of socialist countries.The study is a comparative study focusing on the problem of innovation and entrepreneurial education.The reasons for choosing EU entrepreneurial education as the research object are as follows.First of all,it is a late-developing exogenous model based on the development of key competence,which is quite similar to China.Besides,through the mirror of foreign perspectives,we can more scientifically clarify that entrepreneurial education is not a value-neutral education.It contains ideology,reveals that the ultimate goal of entrepreneurial education of EU is to train qualified European citizens and has the value-orientated capitalist education.This thesis includes three parts:introduction,main body and conclusion.The body is composed of five chapters:Chapter one is the ontological interpretation and theoretical clue of EU entrepreneurial education based on the development of key competency.This chapter is an ontological examine of the object of study,from the frame of the core concept,the basic point of view and theoretical clues.This chapter starts from clarifying the relationship between entrepreneurial education and innovation and entrepreneurial education,and states the differences and connections of expressions in Chinese and English between entrepreneurial education and key competence by using the analytical framework of linguistics.With this foundation,theoretical analysis is made on the two basic points that entrepreneurship proposed by EU is a process of putting ideas into practice and that the core of entrepreneurial education is the development of entrepreneurship competence.Ultimately,the theory of entrepreneurial competence and development of entrepreneurial education in EU is analyzed in details.Chapter two is the historical evolution and the latest trend of EU entrepreneurial education which is based on the development of key competence.This chapter longitudinally examines the development of EU entrepreneurial education through the lens of history.First of all,the author teases out the policy texts of the development of entrepreneurial education in the EU in the past three decades.Through the discourse analysis of the number of posts,departments and text contents,the EU entrepreneurial education are divided into four development periods,which are free development period,exploration period,strong promotion period and deep development period.It is also claimed that EU entrepreneurial education has turned from the economic field to the educational field in 2006.Moreover,the author restores the EU entrepreneurial education to the background of the overall development of the EU key competence.With the comparison between the 2018 version of the key competence framework and the 2016 one,four new trends appear in the development of the EU key competence.Finally,the main purpose of the revision of the former EU key competence framework is to deepen European Identity with the help of educational intervention.Chapter three is the characteristic analysis of EU entrepreneurial education which is based on the development of key competence.Through macroscopic analysis,European Union entrepreneurship education has formed a two-level strategic driving mechanism with parallel supranational level and national level of member states in operational mechanism.In the development path,it has formed a lifelong development path which integrates entrepreneurial education into formal learning and informal learning.In the evaluation area,centering on the subject of multi-evaluation it successively developed evaluation tools which are focused on students,teachers and educational institutions.Typical representatives are Assessment Tools and Indicators for Entrepreneurhsip Education,the Measurement Tool for Entrepreneurship Education,and a Self-assessment Tool for Higher Education Institutions.Chapter four is a typical case study of EU entrepreneurial education based on key competence development.The profound analysis focuses on the three typical practice modes of EU entrepreneurship education:regional synergy education mode,bottom-up promotion mode,and teacher education model on before and after employment for in-depth analysis.The study pointed out that the Southeast European Entrepreneurial learning Center is adhere to the EU key competence principle.It has the characteristics of Europeanization and Regionalization of entrepreneurial education,the progressive development of entrepreneurial learning results in various educational stages,and the connection between pre-service and post-employment education of entrepreneurial teachers.European Confederation of Junior Enterprises is a model for students to promote entrepreneurial education and is a significant supplement to the European top-down government-driven model.The Entrepreneurship Teacher is the current teacher education concept based on the key competence development of the European Union.It is unique in pre-service teacher education,teacher continuous professional development,national?regional?support system and local school support.Chapter five is the criticism and analysis on the reference value of EU entrepreneurial education based on key competence development.This chapter is a criticism and reflection on the EU's current entrepreneurship education from the standpoint,viewpoint and method of Marxism.Initially,it is pointed out that the common basis for reference is that both China and EU entrepreneurial education belong to the post-exogenous paradigm,which is mainly reflected on the late development time,the driving force for development rooted in the strong promotion of the top-down government,and the development concept centered on all for the whole,focusing on improving people's quality.Additionally,it is pointed out that the characteristics of reference value exist in different value orientations and different key areas.The value orientation of China's innovation and entrepreneurial education is to cultivate socialist qualified constructors and successors of all-round development of morality,intelligence,physics,aesthetics and labor,and is guided by the concept of socialist core values.The goal of EU entrepreneurial education is to train qualified European citizens,guided by the concept of European common values.The core development areas of China's innovation and entrepreneurial education are universities,and the key development areas of EU entrepreneurial education are school education.Ultimately,the five conclusions of the reference analysis are drawn:it critically starts from that the current development of EU entrepreneurial education faces two challenges of idealization of top-level design,weak intervention capability and frequent problems in the process of EU integration leading to identity crisis.On this basis,it is pointed out that China's Entrepreneurial Education in the new era should deepen the value-leading role of socialist core values;probe into the relationship between all-round development of morality,intelligence,physics,aesthetics and labor and Entrepreneurial Education;use innovative and entrepreneurial qualities to comprehend the proportion of primary and secondary school students in practice;and build a university-oriented entrepreneurial education ecosystem.
