Study Of Build Cloud Computing Platform For Public Sports Services Of Disabled With Government Purchase

As the communist party of China held the 19th national congress,our nation is entering a new era.The mian contradiction of China has become the contradiction between the people’s growing needs to pursuit a better life and the unbalanced development.And the disabled are an important part of the disadvantaged groups of this unbalanced development.Participating in sports is the basic right of Chinese citizens,and it is also a good mothod for physical rehabilitation,psychological adjustment and social adjustment.However,the sports participation rate of disabled people in China is less than 7%,which is far lower than that of western developed countries.Behind this number hides many factors,and the bottom line of them is the lack of public sports services for the disabled.So in this context,literature analysis of this study was conducted to review the domestic and foreign research literature on government procurement of public sports services for disabled persons.Then using interview method to carry out in-depth interviews and focus group interviews on various roles of government procurement of public sports services for disabled persons in China to collect key qualitative research data.By using the field survey method,we visited 15 provinces in China and found specific problems in different regions.Based on those research data,combine several theories and logic,this paper constructs a theoretical model of government purchase of public sports services for disabled people.Then the theoretical model was put into practice through the computer software design,as to build the government purchased the public sports service cloud platform and tested it.The results show that:(1)Through the literature research,it is found that after the founding of People’s Republic of China,the study on the government purchase of public sports services for disabled people started relatively late.It can be divided into the embryonic stage of research(1978-2008)and the preliminary stage of the study(2008 to present),there are also problems such as short research time,limited research space,relatively,insufficient macro research,and insufficient micro research depth.(2)Through investigation and discovery,the purchase content of public sports services for disabled people in China mainly includes:Physical rehabilitation facilities for disabled persons,sports events and management,sports guidance services,personnel training,sports science and technology study for disabled persons,etc.The purchasing method is mainly divided into two types:entrustment purchase and competitive purchase.(3)According to the investigation,the main problems existing in the four main subjects of public sports service for disabled people includes:Macroscopical decision-making positioning deviation and micro system failure of purchasing subject;The lack of professionalism and independence of the subject leads to the quality of the service.The demand expression and feedback mechanism of the main body makes the accurate service difficult to supply;The evaluation system of the evaluation subject does not improve the credibility of government purchase service.(4)"Supply and demand oriented sports service purchase system for the disabled"takes into account the full participation of the disabled,accurate supply and demand matching,efficient administrative procedures,multi-dimensional evaluation system.Through seven subsystems of system management subsystem,bidding subsystem,demand subsystem,service evaluation subsystem,enterprise information management subsystem,sports service demand management subsystem and content management subsystem,the cloud platform of government purchasing sports public service for the disabled can be established from the operational level.(5)The government purchase the public sports service cloud platform for disabled people to give consideration to security,ease of use,reliability,high efficiency,extensibility and adaptability.After the first stage of development and testing,it is clear that the four subjects can run smoth in this system,accurately collect the needs of disabled people and provide a relatively complete evaluation system.Overall,this system can meet the needs of the current government to purchase the public sports services for the disabled and improve the administrative efficiency.
