Education policy-making is the production process of the authoritative discourse,reflecting a certain degree of social power relations and rules of action.Because of limited social resources,the educational needs of all citizens can not meet easily.Accordingly the field of education needs to be moderately excluded to maintain social development.Therefore,educational policy-making will always produce exclusion at a degree.The exclusion of justice is positive,and the exclusion of unjustice is negative,so exclusion is a normal phenomenon in the field of education and a neutral concept.In the context of multivariate discourse,this study attempts to examine why the interests of a group are subject to a certain degree of exclusion when the government recognizes the importance of education equity.Migrant children in Beijing is a special group:their education rights and interests,despite the support of many inclusive discourse,have to resist some of the repulsive discourse.Education policy-making is the product of pluralistic discourse interaction in society,and also controls the pattern of education benefit with its own authority.Based on the context of exclusion,the four links of education policy-making(problem confirmation,agenda setting,filing and legalization)all produce the policy text in the form of repulsive discourse.Specifically,the government's attention and response to the issue of education with migrant children is constantly inclusive,but in the context of lack of resources to maintain a moderate exclusion of the context.Parents,the media,experts and the government have been interacting with the education problems of migrant children for many years,and discourse conflict and discourse competition have led to the current policy texts.In Beijing,the inclusion of the existing policy has yet to be enhanced.Some non-Beijing parents based on their own capital,for their children's education opportunities for some protests.As the results of the struggle against the original intention,they are still looking for more advantages for their children's education opportunities.These struggles and compromises show a more complex educational ecology and help to deepen the understanding of education fairness.Based on their own interests and ideas,non-Beijing parents,Beijing people and local governments have different interpretations of the quity value of education.Therefore,in the face of these discourse conflicts,equity value can promote education reform,but also subject to the reality of social and political development.Based on the government's actions,the negative rejection of education policy-making has been declining,and the inclusiveness is growing.Although the degree of fairness in education policy-making is still facing a lot of controversy,but in the long-term efforts of the government will be a corresponding increase.
