Since the reform and opening-up policy for 40 years,especially after the 18th CPC National Congress,China has made a historic achievement in various careers,accompanying with the second ranked economic aggregate in the world and also great changes taken place in the frontier minority areas.Nowadays,socialism with Chinese characteristics has entered a new era,and the main social contradiction has changed from "the contradiction between people's growing requires of material culture and backward social productive forces" to "the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life",which brings new opportunities and challenges for building a moderately prosperous society in all respects and speeding up socialist modernization,and also puts forward more and newer requirements.The frontier minority areas occupy an important place in national development strategy because of their special geographical locations and pluralistic national characteristics.For a long time,due to the influence of historical,natural and other factors,whether the level of economic development or the level of social development,the frontier minority areas have a large gap compared with the national average.In some areas,there is a tendency to widen the gap.If this situation can't be paid attention to and solved for a long time,it will bring many hidden dangers and adverse effects for building a moderately prosperous society in all respects and also for realizing stability of border areas,ethnic unity and national security.In fact,the key and difficult points lie in the frontier minority areas not only to build a moderately prosperous society in all respects and basically realize modernization,but also to overcome poverty and revitalize rural areas.As soon as possible,making up for the shortcoming of the lagged education,to meet the people's good demand for a fairer and higher quality education,and to solve the contradictions of uneven and inadequate development in the economic and social fields,is particularly prominent and urgent in the frontier minority areas.Practice has fully proved that economic development alone is not enough and there is no way out for the development of frontier minority areas.If we want to fundamentally break the "vicious circle" of insufficient investment in education due to the lag in economic development and the lag in education that directly bears on the transformation and upgrading of the economy and the development of high quality,to create a new way of giving priority to education in driving economic and social development by leaps and bounds,we must adhere to the overall layout of "five in one",firmly establish "new development concepts" and coordinate well between economy and society,human and nature,urban and rural areas,different regions,and the relationship between domestic development and opening to the outside,putting the priority development strategy of education in a prominent position,and implementing that strategy.Conforming to the new requirements of the new era and also the new concept of"people-centered" development,this new choice of development is not only an urgent need to solve problems of people's livelihood and promote social equity,but also an urgent need to promote national unity and progress and to strengthen national identity.More importantly,the new choice is strategic to integrate and serve "the Belt and Road Initiatives","building a community of human destiny" and enhancing international competitiveness.At the same time,the new choice is significant at satisfying the people's pursuit for better living,increasing the people's sense of happiness and acquisition,narrowing the gap in regional development,resolving the imbalance in regional development,boosting national self-confidence and pride,promoting the communication between the peoples in frontier areas and the neighboring countries,telling Chinese stories,spreading Chinese culture and showing the good image of a great country.Adhering to the problem oriented based on combining theory with practice,and making analysis acoording to related data of Pu'er frontier minority areas,this paper mainly answers to three questions:why priority should be given to the educational development in frontier minority area,which for solving the problem of necessity;what should be done to solve the problem,which for solving the problem of direction;and how to do when giving priority to the development of education,which for solving the problem of feasibility.From the perspective of research,this paper emphasizes on system planning and top-level design and makes great efforts to put the development of the Pu'er frontier minority areas into the provincial,national and even global development to examine and design,which is trying not to be restricted to only about Pu'er,economy and education,and to make some breakthroughs in theoretical research and practical operation.Firstly,guided by the thought of Xi Jinping on socialism with Chinese characteristics for a new era and insisting the concept of "people-centered"development,this paper proposes that giving priority to the development of education at certain stages of some region is not only necessary but also feasible,which is an effective measure with practical significance to solve the economic and social problems about lagging behind in the long run for the frontier minority areas.Secondly,at the background of socialism with Chinese characteristics entering a new era,this paper demonstrates the dialectical relationship between taking economic construction as the central task and giving priority to the development of education by analysing the theoretical and practical basis of "priority of education",which is helpful to help the local leaders to clear up the understanding in theory and also to solve the operational problems in practice.Thirdly,this paper has strong pertinence on the analysis of the problems and countermeasures in the implementation of the "educational priority development strategy".The content includes not only policy measures to solve current specific problems under the existing policy framework,but also suggestions on how to adjust and break through the existing policy framework system.The countermeasures have remarkable characteristics with foresight and maneuverability.The research results can be used as a reference for educational research and leadership decision-making.Fourthly,comprehensively using of Marxist theory,ethnology,pedagogy and other multidisciplinary theories in research methods,this paper pays attention to the quantitative and qualitative,also theoretical and practical combination.The cases and data in the paper are from practical work and real life.Also,the main points are derived from deep investigation and serious thinking with true feeling and experience according to the author's relative work for 8 years in the frontier minority area.Thus,the points are provided with authenticity and credibility.Based on the analysis of local regions and individual cases,this paper tries to sum up a set of theoretical and practical experiences,which can provide reference for the implementation of the priority development strategy of education in other frontier minority areas.
