Study On Moon Jae-in Government's Policy Towards China

After the deployment of thaad by the us and the rok in the rok in 2016,China's strategic security interests suffered,and China-rok relations experienced a historic diplomatic crisis.How to govern China and how to develop China-rok relations after Moon jae-in takes office will be the core content of this paper.China and the rok are close neighbors and important countries in northeast Asia.The development of bilateral relations is crucial to peace on the Korean peninsula and security and stability in northeast Asia.This paper takes the study on the moon jae-in government's China policy as an option based on three considerations.First,from the perspective of China-rok relations,the two countries are close neighbors that cannot be moved away and share broad consensus and common interests.The study will help deepen our understanding of the rok,expand the areas of bilateral cooperation,and effectively implement China's foreign policy of "building friendship and partnership with neighboring countries." Secondly,from the perspective of the security of the Korean peninsula,the rok is a vassal state of the Korean peninsula,while China has always been a participant in solving the Korean peninsula issue.The study will help the two countries seek consensus,seek common ground and resolve doubts,and promote peace and prosperity of the Korean peninsula and the region.Finally,from the perspective of strategic competition between China and the United States,as an ally of the United States,South Korea is restrained by the United States in regional and Korean peninsula affairs.The study on it is conducive to enhancing mutual political and security trust between the two sides and strengthening mutual confidence in maintaining security and stability on the peninsula and in the region.Given the above reasons,this paper tries to systematically analyze and discuss this core problem from five aspects.The first chapter is the background of the Moon jae-in government's China policy.The external environment is an critical factor to trigger internal thinking and influence the formulation of foreign policy.Moon's appointment comes at a time of political chaos in South Korea,where "internal and external troubles" have made many foci,issues a must-answer for the new government.This chapter chooses "from the outside to the inside" as the perspective,that is,the region,bilateral and domestic,and focuses on the three new changes to analyze the current situation of the Republic of Korea after moon jae-in takes office.Three new changes: first,the situation in northeast Asia is changing.China's sustained development has been hit by US,peace on the Korean peninsula has dawned,and the Trump administration's "America first" policy has hit the rok,and the relations between Japan and the rok have continued to deteriorate.Second,new changes have taken place in China-rok relations.This paper mainly discusses the three pain points of the thaad issue,which has severely damaged China-rok relations,which have been stimulated by frustrated trade,and which have been intensified by non-traditional security issues.Third,the new political changes in South Korea.This paper mainly analyzes and discusses the new understanding of the ruling group of the Republic of Korea towards China,the ruling philosophy of moon jae-in,and the latest changes in the attitude of public opinion towards China.The new changes in the internal and external situation will undoubtedly have a significant impact on the policy orientation of the Moon jae-in government towards China.Chapter two,the objectives of the Moon administration's China policy.The policy goal is to achieve a certain effect or a certain standard through the implementation of the policy.The early days of the moon administration coincided with high tensions in northeast Asia,a sharp drop in China-south Korea relations,and domestic political unrest in South Korea.In this context,the Moon jae-in government has taken the initiative to repair relations with China and adjust its policy towards China.Through sorting out and analyzing the implementation of the moon jae-in government's China policy,the author summarizes the three objectives of the moon jae-in government's China policy.At the strategic level,the Moon administration wants to deepen thestrategic partnership with China,implement the "Korean model" between China and the United States,and leverage China to enhance South Korea's influence in northeast Asia.In terms of security,the primary goal of the Moon jae-in government's policy toward China is to ease the crisis caused by the thaad's entry into the rok.Secondly,it hopes to work with China to curb the Korean nuclear issue.At the same time,it also wants to reduce the excessive interference of non-traditional security issues on bilateral relations.On the economic level,the Moon jae-in government still hopes to maximize the economic dividend brought by China's rise to South Korea and work with China to resist the economic impact of anti-globalization,but also appropriately reduce South Korea's dependence on China's economy.Chapter three,resources and means of the moon jae-in government's China policy.Policy resources are the preconditions for the implementation of policies,while policy means are the measures and methods adopted to achieve their objectives.The two are complementary and important to the realization of their policy objectives.Resource support for the moon jae-in government's China policy.This chapter mainly examines the "grasping hand" and "trump card" that the moon jae-in government can use in its China policy from the three perspectives of geopolitics,geoeconomics and the us-rok alliance.First,South Korea has important geopolitical values.Second,South Korea is an important target of China's deepening economic diplomacy.Third,the us-rok alliance is an important chip in South Korea.Based on the policy resource elements,the author focuses on the moon jae-in government's policy approach to China in the three key areas of politics,security and economy.Political means focus on the rapid repair and consolidation of China-rok relations through active high-level contacts.Security means mainly through cooperation,prevention,checks and balances to ease and strengthen China-rok relations.The economic approach focuses on cooperation and prevention to deepen and regulate China-south Korea relations.The fourth chapter is the implementation of the Moon jae-in government's China policy.Policy implementation is the process of a country's behavior subject using policyresources and combining an in-depth means to achieve its policy objectives.This chapter is based on a comprehensive analysis of the moon jae-in government's proposals and measures towards China,focusing on the specific process of the implementation of the moon jae-in government's policies towards China from the three aspects of strategy,regional security affairs,and economy.Strategic and economic issues are the focus of this chapter.At the strategic level,the moon administration aims to restore and consolidate China-south Korea relations.Step 1: to restore the political relations between the two countries and actively show goodwill to China through high-level interactions,enhancing China's strategic position,and strengthening communication between leaders.The second step is to ease the security relations between the two countries,and make positive efforts to make an excellent voice to China by strengthening high-level dialogue,conducting an environmental assessment on thaad,and making a "three nots" statement to China.The third step: to balance China-us relations,China is inclined to China by blurring the indo-pacific strategic position,dominating the Korean peninsula issue,negating the us-japan-rok military alliance,reserving the "anti-China" attitude and avoiding the "south China sea issue." At the level of regional security affairs,the Moon administration has sought to strengthen and enhance China-south Korea relations.It is mainly reflected in coordinating the handling of Korean peninsula affairs and enhancing non-traditional security cooperation.On the economic level,the moon jae-in government has focused on deepening and regulating China-rok relations.It mainly includes: actively synergizing the "One Belt And One Road" initiative,accelerating the negotiation process of the second phase of the fta,and expanding the layout of diversified economic development of the rok.It can be seen that these are essential moves of the Moon jae-in government to comply with China's economic diplomacy.Chapter five is the assessment,prospect,and response of the Moon jae-in government's China policy.The focus of this chapter is to evaluate the effectiveness of the implementation results of the Moon jae-in government's China policy and to make ajudgment on the future trend of China-south Korea relations.Effectiveness evaluation is carried out at three levels corresponding to policy objectives,namely political,security,and economic standars.Through case by case analysis and comprehensive consideration,the author believes that in the "first half" of the implementation of the Moon jae-in government's policy toward China,the overall effect is remarkable,which is embodied in the gradual consensus on the thaad issue between China and the rok,and the overall recovery of economic and trade cooperation.This fully demonstrates the sincerity and efforts of the Moon jae-in government towards China.But at the same time,we also see the limitations in the implementation of the Moon jae-in administration's China policy,and the us-rok alliance is still the "sandwich layer" of China-rok relations.Looking forward to China-south Korea relations in the later period of the Moon jae-in government,the author makes the following judgment based on a number of complicated factors: the stability and good momentum of the two countries are expected to be maintained,but it is difficult for China-south Korea relations to return to the previous "honeymoon period",and the risk of local turbulence cannot be ignored.Finally,this chapter puts forward constructive and feasible Suggestions on China's policy response.Second,deepen strategic mutual trust.Third,expand common interests and practical cooperation.Fourth,strengthen crisis management.Fifth,promote China-rok relations through third-party factors.
