| Since the establishment of diplomatic relations between Korea and China in 1992,Korea and China have established a strategic cooperation partnership and show a continuous development trend.In order to solve the Korean Peninsula problem smoothly,South Korea needs China,and China needs South Korea to maintain peace and security in Northeast Asia.This close relationship has created a favorable external environment for Korea’s development.However,the South Korean government’s lack of understanding of the rapidly changing international situation and China’s diplomatic and political stance has not led to the expected effect of the South Korean policy toward China.The Lee Myung-bak administration’s failure to make effective use of strategic partnerships to strengthen the Korea-U.S.alliance and strengthen the ROK-U.S.-China relationship,which has worsened the bilateral relationship,and the Park Geun-hye administration’s failure to maintain a balanced and principled foreign policy toward China,which it displayed in the early days of her inauguration.The Lee Myung-bak and Park Geun-hye administration’s policy toward China has not adequately taken into account the significant international dimension,and they still over-adopted traditional solutions.The deterioration of the relationship between Korea and China is obscured by increasing economic and trade volume,and the urgent political,security and cooperation issues,dual strategy issues depending on China and the U.S.,structural contradictions in the strategic partnership between China and South Korea,and the issue of near-relatives among the people have not been fully paid attention by the Korean government.Korea-China relations have been strengthened in volume,but the structural conflict between the two countries has also increased.Korea’s diplomatic orientation is a strategic act to protect its own interests,but it needs an objective analysis of the interests of the other country.There have been many cases in which the relationship between the two countries has deteriorated due to China’s international political status and stance,one of Korea’s most important foreign policy objectives,and Korea’s foreign policy of focusing on the Korea-U.S.alliance.The most important thing in the good relationship between Korea and China is to strengthen and strengthen strategic cooperation partnerships.To this end,the author argues that China’s foreign policy and China’s stance on the Korean Peninsula should be properly understood and based on its "principled" diplomacy with China.The "principles" here are to analyze objectively the problems and shortcomings of the Korean government’s policy toward China and strengthen the Korea-China strategic cooperation partnership so as to establish a foreign policy plan to promote Korea-China relations and safeguard Korea’s national interests through an independent foreign policy.This paper first reviewed the problems and shortcomings in the policy of the Korean government in the early21 st century,analyzed the basic concept and principle,the goal,the main way,the restrictive factors,the characteristics and the effect,and predicted the trend and direction of the policy of the Korean government in China. |
