On The Historical Evolution Of Ethnic Regional Autonomy From Idea To System

In the modern world,there are two ways to solve the problems of ethnic minorities: Federalism and the regional autonomy of ethnic minorities.The former is like the Soviet Union,Yugoslavia,and the latter is like China.In the history of our country,a unified multi-ethnic country has been formed.All ethnic groups have been living and multiplying together in the long years.They have developed together in constant exchanges and exchanges,forming a unique ethnic pattern and ethnic relations.Based on this situation,China has chosen regional autonomy of ethnic minorities as the basic way to coordinate ethnic relations.China's regional autonomy of ethnic minorities has gone through the evolution process from concept formation,practice to establishment as a system,and has been developing to adapt to all stages of society.After the founding of the people's Republic of China,the constitutional status of regional autonomy of ethnic minorities has been established and it has become a basic political system of the country.Its political status has been legalized.The Law for Regional Autonomy of Ethnic Minorities has become the basic law for solving the problems of ethnic minorities.The implementation of regional ethnic autonomy in China promotes ethnic harmony and national unity,and promotes the common development of social economy and culture of all ethnic groups.With the development of various national undertakings,the ethnic relations in China have shown new changes.As the basic way to coordinate ethnic relations,regional autonomy of ethnic minorities also needs to be further improved as the development.At the moment of strengthening "system construction",it is of practical significance to study the practice and development of regional ethnic autonomy in China.In the new historical period,while adhering to "institutional self-confidence",we should give new ideas to regional ethnic autonomy,under the framework of building a Chinese-characteristic socialist system with adhere to the "combination of unity and autonomy,national factors and regional factors",and improve the system of regional ethnic autonomy.This paper is based on this idea.In addition to the introduction and conclusion,this paper is divided into four chapters.The First Chapter "The Ethnic Relations and their coordination" briefly summarizes the composition and characteristics of our nation,which determines the ethnic relations and characteristics of our country,and discusses the development and coordination concept of modern Chinese ethnic relations.Regional ethnic autonomy is the basic way to coordinate the ethnic relations in our country.The second chapter "the formation of the concept of regional ethnic autonomy",discusses the germination of the concept of regional ethnic autonomy,the theoretical basis of the concept of regional ethnic autonomy,the formation of the concept of regional ethnic autonomy,and summarizes the characteristics of the concept of regional ethnic autonomy in the process of development and enrichment.The third chapter "the practice of regional ethnic autonomy in China",discusses several important stages after the formation of the concept of regional ethnic autonomy put into practice,that is,the successful practice of regional ethnic autonomy in the part,the practice in the wider scope,the establishment of the system,the establishment of the constitutional status and the full implementation.The fourth chapter "regional ethnic autonomy as a basic political system",discusses the legalization of ethnic regional autonomy political status,and develops it into a basic political system of our country,and discusses many changes of ethnic relations in the new era.Therefore,to coordinate ethnic relations requires the renewal of the concept,to adhere to the "two combinations" of regional ethnic autonomy,and to renew the concept and strengthen the system Construction,in response to the new era of ethnic relations coordination system demands.
