Research On The Participation Mechanism Of Multi-actors In China’s Public Diplomacy

With the increasing importance of non-state actors in the global political structure after the Cold War,the promotion of foreign policy is no longer the exclusive domain of the government of nation-states.At the same time,since 1990 s,with the rapid development of information technology,the public’s attention to foreign policy and participation in foreign practice have gradually increased,and the situation of a few foreign elites` "monopoly" of foreign policy decision has changed.Under the impetus of these factors,public diplomacy is moving towards a new paradigm,which advocates "government-led,non-governmental organizations,enterprises,media,think tanks and other non-governmental actors directly contacting the foreign public".With the development of the practice in public diplomacy of non-governmental actors,the academic research on the participation of multi-actors in public diplomacy has gradually risen.There are abundant studies on the participation of multi-actors in public diplomacy,such as enterprises,media,non-governmental organizations,think tanks and foreign students.However,previous researches still focus on the description and analysis of the specific practice of multi-actors,lacking theoretical summary and certain guidance for the following practice of public diplomacy of multi-actors.At the same time,the existing research focuses more on the analysis of individual actors’ practice in public diplomacy,rather than put them under the background of the joint participation of multi-actors in public diplomacy.The lack of integrated discussion makes it difficult to integrate and reshape a higher level of orderly structure through interaction,so as to achieve its own development and the overall leap.In addition,as far as China’s specific practice of public diplomacy is concerned,the role of multi-actors in public diplomacy has not been given due attention,which has caused a series of problems such as the lack of awareness and abilities of multi-actors in public diplomacy,and the lack of interaction and coordination among actors.In view of this,this paper takes the diversification of public diplomacy actors as the breakthrough point,based on the practice of China’s multi-actors participating in public diplomacy,completes the construction of "Participation Mechanism of Multi-actors in China’s Public Diplomacy" by means of Systems Analysis,Comparative Study and Case Study,and tries to mobilize the enthusiasm of multi-actors participating in public diplomacy and promotes the coordination of multi-actors’ action and interaction,improves security and evaluation,integrates multi-actors into a single system to promote the overall progress of China’s public diplomacy.In a practical sense,the establishment of Participation Mechanism of Multi-actors in China’s Public Diplomacy has launched a wide range of actors to join forces in developing public diplomacy,which can further promote the common aspiration of the current "One Belt and One Road" initiative,resolve the crisis of public opinions and set up a good image.All these can help achieve the smooth progress of the "One Belt and One Road" initiative.In addition,this paper completes the theoretical framework of Participation Mechanism of Multi-actors in China’s Public Diplomacy by using Systematic Research Method,which enriches the theory of public diplomacy to a certain extent.This paper consists of three main parts:The first part is the introduction.It mainly describes the background and significance of the topic,the definition of related concepts,research status at home and abroad,research ideas and methods,research focus and difficulties,research innovation and shortcomings.The second part is the main part of this article,which consists of six chapters.The first chapter is the theoretical and analytical framework of the Multi-actors Participation in Public Diplomacy.This chapter is the theoretical basis for the study of this article.It mainly combs the existing theories,such as Theory of International Relations,Diplomacy Theory,International Communication Theory,Governance Theory about public diplomacy and the participation of multiple actors.On this basis,it tries to construct a theoretical analysis framework of Participation Mechanism of Multi-actors in China’s Public Diplomacy,which is composed of "multi-actors","interactive system",“security system”,“evaluation system” and "factor structure" according to the systematic research method.Under the analysis framework,multi-actor is the premise for the existence of mechanism,interaction system is the core of mechanism,security system is the support of mechanism,evaluation system is the motive force for mechanism improvement,and factor structure is the internal logic of mechanism integration.Chapter two is called the Premise of Mechanism: Multi-actors in China’s Public Diplomacy.This chapter explains the specific content of multi-actors in public diplomacy,the path of each actor’s interaction and the practical planning of each actor’s participation in public diplomacy.The overall grasp of the relevant content of multi-actors in China’s public diplomacy is an important basis for the Participation Mechanism of Multi-actors.Chapter Three is called the Core of the Mechanism: the Interaction of Chinese multi-actors in public diplomacy.This chapter mainly elaborates the meaning,current situation and shortcomings of the interaction of multi-actors in public diplomacy.Combining with the meaning and shortcomings of the interaction of multi-actors,it clarifies the concrete design of the interaction system of China’s multi-actors in public diplomacy,which consists of four parts: interactive agencies,interactive policies,interactive platforms and interactive procedures.Chapter Four is named the Mechanism Support: the Guarantee of China’s Multi-actors Participation in Public Diplomacy.This chapter mainly elaborates the meaning of safeguard and insufficient safeguard of the participation of multiple actors in public diplomacy.Based on the achievements and shortcomings,a safeguard system for the participation of China’s multi-actors in public diplomacy,including safeguard institutions,safeguard policies,safeguard platforms and crisis response safeguards,is established to promote the normal operation of all links of the "Participation Mechanism" and perform its expected functions.Chapter Five is called the Mechanism Improvement: the Evaluation of China’s Multi-actors’ Participation in Public Diplomacy.This chapter elaborates the concept of evaluation,research results and dilemmas at home and abroad,and then builds an evaluation system including the main body of the evaluation system,the evaluation methods,the indicator system and the evaluation procedures for the participation of China’s multi-actors in public diplomacy.Chapter Six is called the Mechanism Integration: the Analysis Elements Structure of Multi-actor Participation Mechanism in Public Diplomacy.This chapter introduces the ideas and methods of system theory,unifies the four elements of multi-actor Participation Mechanism in Public Diplomacy into a system,and further analyses the elements structure of participation mechanism,further explains and integrates the analytical framework of Participation Mechanism of Multi-actors in China’s Public Diplomacy proposed by the article.At the same time,this paper puts forward the practical significance of the structural analysis of the elements of multi-actor participation mechanism in public diplomacy,which reflects the practical significance of this study.The third part is the conclusion of this paper.This part mainly summarizes the article.
