The South China Sea dispute has become a complex international issue because it involves sovereignty and territorial disputes among six countries.The involvement of extraterritorial powers further complicates the dispute.Particularly,the United States relies on its military and political influence to play a dominant player in this dispute.At present,there are three ways to solve sovereignty and territorial disputes: political,legal and military.Under the background that peace and development have become the theme of today’s era,the role of military way is less than that of political and legal ways.Therefore political and legal ways have become the main means of solving disputes in the South China Sea.Both political and legal ways are closely related to international discourse power.Countries with international discourse power can build an advantageous external environment for themselves in the dispute,and then enhance their leading ability.Under the context of overall stability but the negative factors are still exist,the key to dominating the dispute is to grasp the international discourse power.The international discourse power in the South China Sea dispute is influenced by three factors: comprehensive national strength,national intention and influence ability.According to the evolution of the South China Sea dispute,the international discourse power in it can be divided into four stages: dormant stage,triggering stage,upgrading stage and deepening stage.The international discourse power in the dispute has undergone four stages: coexistence,stalemate,competition and competition-cooperation.At present,the international discourse power game in the South China Sea dispute is in a state of competition-cooperation.Generally speaking,China’s international discourse power is at a disadvantage compared with the United States,and at an advantage over other countries.The improvement of China’s international discourse power in the South China Sea dispute is faced with three problems: limited innovative ability of international discourse,insufficient ability of cross-cultural communication and low degree of systematization of international discourse power.These three factors restrict China’s international discourse power in the dispute,and restrict China’s ability to dominate the dispute.Under the background of 21st-Century Maritime Silk Road,China must control international discourse power advantage in the South China Sea dispute.China’s internal goal is to enhance the efficiency of the transformation from comprehensive national power to international discourse power.The external goal is to maintain the advantage of international discourse power over other countries,and to prevent the international discourse power alliance among those countries.Therefore,China should subdivide and analysis the internal advantages,internal disadvantages,external opportunities and external threats,and build a systematic strategy to enhance international discourse power.According to the SWOT scheme,with the development of China’s comprehensive national strength and the steady situation in the South China Sea,China should adopt the growth strategy that catch external opportunities with its internal advantages.From the implementation method,China’s international discourse power in the South China Sea dispute can be designed from three aspects: distinction,restraint and union.First,China should distinguish subjects.The participants should be divided into different levels according to their relevance.On this basis,we can clarify the demands of various subjects in the South China Sea dispute and put forward corresponding countermeasures.Secondly,restraint measures should be adopted.we should use internal advantages to suppress external threats while using non-state forces to suppress the international discourse power of other countries.Finally,we should implement the joint strategy from state and media.The joint goal of national is to control the sea by land,and the joint goal of media is to build Cross-cultural communication advantages.
